Under the direct supervision of National Programme Manager he/she undertakes the following duties and responsibilities:
Develop geo-databases and produce hardcopy outputs to support the above mentioned projects and other GIS activities;
Undertake missions to Provincial Offices to train local staff in use of GIS and database management software and development of geo-databases;
Report on GIS and database quality;
Develop map layout (cartography), including standardized color schemes and standard templates for high quality hard copy output;
Support monitoring maps project progress at community and municipal levels;
Support the property registration component of CFA Programme in municipalities;
Support the selection and acquisition of satellite images;
Process satellite images and produce hardcopies of the images;
Actively search and obtain relevant existing GIS files developed by other intentional, national, local and private entities;
Evaluate the current database design and develop proposals for improvement including conversion from English to Pashtu/Dari language;
Work as a link between GIS staff and the NPM and Urban Development Advisor regarding the development and progress in the development of geo-databases for property registration and other applications;
Facilitate the development of indicators of success of Property Registration and support data collection to demonstrate programme impact;
Support the capacity development of partners, including Municipalities in GIS
Perform any other tasks given by his/her supervisor
At least a Bachelor’s degree in remote sensing, geo-sciences GIS, urban studies, or related field, or high-school completion qualification in combination with ten additional years of qualifying experience may be accepted in lieu of a university degree.
At least five years of experience with:
(i) using GIS in urban areas to monitor land use and dwelling counts
(ii) complex development programmes in Afghanistan;
(iii) providing policy and technical assistance to the government;
(iv) and familiarity with the UN system in Afghanistan.
Language: Fluency in at least one local language (Pashto and/or Dari) and English. Good communication skills both in written and spoken English is required.
