Job Summary

Under the overall supervision of CGC Programme Managers, GIS Officer will be responsible for:

Duties & Responsibilities

1. Ensuring repository of data through effective database management focusing on the achievement of the following results:


Lead the planning, design, and implementation of database adapted to the specific needs to the CGC Programme in close coordination with the MIS officer, Jobs Component Manager, and Knowledge Management Unit;

Ensures availability of updated information for informed decision making by consistently updating and maintaining the existing databases;

Supports creation of new databases and reporting format to meet the information requirements of CGC Programme and the stakeholders;

Ensure the overall accuracy of data collected from field, geo-references, and alignment with the master database;

Improves the effectiveness of the databases by making them more user friendly and error free by continues improvement and being open to comments and criticisms.

2. Creating effective development of mapping products focusing on the achievement of the following results:


Creates attractive maps using ArcGIS and other mapping tools using UN-Habitat templates and styles, ensuring that they are appealing and adequately detailed, and effectively communicating key information to users;

Promptly attends to the requirements of stakeholders by disseminating mapping and other products through suitable media, i.e, print, email, CDs etc;

Effective contribution of maintaining a repository of important raw data such as geo-datasets and other similar databases;

Ensure timely production of maps for monitoring and evaluation of programme activities on a monthly and quarterly basis.

3. Ensuring effective digital designing support focusing on the achievement of the following results:

Creates and designs graphic elements and reports using UN Habitat standard styles and guides.

Effectively represents information through graphical media, i.e, graphs, charts, presentations etc., using advanced designing programmes, ensuring their attractiveness and effectiveness in communicating key messages.

Maintains and improves the layouts of reporting and presentation templates using graphic design programs ensuring consistency in look and ease of navigation.

4. Performing other duties and responsibilities, which are within the expertise and experience as may be required by Country Programme Manager in support of the activities of the Agency and programme.

Job Requirements

Bachelor’s degree in Geography, Architecture. Information technology, information systems, information management, web development, database, GIS or other relevant field or related discipline in required, and advanced university degree (Masters or equivalent) is preferred.
At least five years of progressively responsible experience with:

Experience with ArcGIS, MapInfo and other GIS software is an advantage.

Database design and programming using MS Access, SQL (MS, MySQL etc)

Familiarity with existing secondary sources of information on demographic, social and economic data.

Experience in graphic design, multimedia and products branding.

Experience in the design and development of surveys including user requirements, form design, implementation, data entry, cleaning and analysis is an advantage.

Web maintenance, design and development, with proven experience in HTML, JavaScript, PHP, ASP and/or PHP programming and format encoding.

Certification in these products/disciplines is an advantage.

Familiarity with the UN in Afghanistan or related contexts.
Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Prior experience with UN funds and programmes on various operational modalities is an added asset.
Fluency in written and spoken English is required. Knowledge of another UN language and/or Dari/ Pashto would be an advantage.
