The GIS Specialist must have ESRI software (ArcGIS 9) knowledge in order to provide a wide range of support to the project Team. This support will include but not be limited to:
• Geo-database design and implementation;
• Supervise and conduct data cleaning, data entry and data maintenance;
• Conduct quality control and monitoring of GIS products and projects;
• Prepare advance GIS orientation for various level of officials for government;
• Create and Analyze the GIS data, database design, project and clean the raster and vector data;
• Pro-actively promote data and mapping standards;
• Provide assistance in developing GIS concept papers and proposals;
• Develop high level technical expertise to provide assistance to clients;
• Coordinate with GIS service providers of national and international with clients and partners to facilitate data collection, survey and data transfer;
• Conduct training and provide skills development support to Provinces and regions;
• Participate in assessments and requirement analysis of technical projects in/out the region;
• Assist designated departments as a whole in the production of more specialized maps
• Ensure different types of maps like provincial and national are produced on regular basis and distributed to the designated departments;
• Updating and maintaining reference files through regular contacts with, AIMS, CSO and others (Population, Province, District, Village)
• Attend GIS users meeting at AIMS if necessary
• Assist M and E and HMIS department in standardizing the routine maps
• Support other Departments to produce various type of maps by GIS
• Provide GIS training for other staff, where necessary.
• Ensure coordination in GIS with other use, including cross-sectional analysis and reports, where necessary,
• Any other task assigned by line manager.

Qualifications
Education and Experience:
• Master’s degree or Bachelor’s degree in Computer Sciences;
• Certificate or higher in relevant IT, computer science or GIS systems
• At least three years Experience in the development of ESRI geo-databases or relevant GIS experience and trainings.
• Practical experience in using Geographic Information Systems (GIS) is must;
• Experience in managing or developing databases (particularly MS Access) is must;
• Experience in managing and developing customer relationships;
• Experience in supervision and training of staff;
• Experience in the following areas will be an advantage: network administration, input/output technology (printers, plotters, scanners, etc);
• Fluency in English (reading and writing) and proficiency in Dari or Pashto.
Security Check/Clearance:
