Action Aid furthers its mission in Afghanistan through long term development projects with sponsorship funding as well as short and medium term donor funded projects aligned to the overall mission, principles and values of ActionAid.

Job Summary:

The position of Governance Officer has been created to facilitate the implementation of the project ‘’increasing national civil society organization’s Advocacy mechanisms through budget literacy and accountability awareness’’ in the province of Jowzjan and partly supporting its establishment in Balkh PSU. The full time Sheberghan, based Governance and Policy Officer is primarily responsible for overall successful implementation of the project in Jowzjan and Balkh province.

Duties & Responsibilities:

•To collect financial and non-financial information from different Provincial and District government departments/authorities in Jowzjan and Balkh
•To collect information from various sources on issues related to aid, development, etc. particularly at provincial levels
•To facilitate training programmes/workshops organized by Actionaid Afghanistan related to governance, economic literacy and budget tracking in Jowzjan and Balkh
•To ensure that provincial and district level networks comprising of different civil society actors, government officials and people’s representatives are created based on the ELBAG (Economic Literacy and Budget Advocacy for Governance) training.
•To act as the coordinator/secretary of the provincial level network created as a result of ELBAG trainings/workshops
•To assist the Governance and Policy Manager in carrying out different activities undertaken as part of the project
•To network and build alliance at provincial levels with other civil society groups and relevant government bodies for overall governance support imitative and advocacy
•To advocate for transparent and accountable budgetary process and utilization at district and provincial levels
•To facilitate analysis of budgetary information by the ELBAG group members at sub-national level
•To routinely submit progress reports to the Governance and Policy Manager about the status of the project
•To maintain all documents/information related to the project implementation at provincial levels
•To assist the Governance and Policy Manager to design, conduct and coordinate Governance related trainings for the concerned Actionaid Afghanistan staff members and different civil society actors.
•To assist Governance and Policy Manager in facilitating conferences/seminars’ and other events that is organized for disseminating information/analysis coming out of project implementation
•To ensure proper logistical support in the events organized at various levels as part of the project
•To facilitate translation of reading materials and reports
•To assist the Governance and policy Manager in developing timely reports
•To maintain a good understanding of Governance and budgetary issues at provincial and district level
•To carry out any reasonable task that is assigned by Governance and Policy Manager

Job Requirement:

•University degree preferably in political science – or equivalent work experience
•Fluency in writing and speaking English and local language Dari/Pashto
•At least three years accumulated skills and experience in related works
•Understanding of gender rights based issues and approaches
•Strong analytical skills
•Flexible, forward looking, open, willingness to learn new things,
•Demonstrated ability to deliver quality reports within deadline
•Ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization
•Being friendly with the colleagues and works best in a team
•Computer skills
•Willingness to frequently travels as and whenever required
