The Government/CSO Liaison Officer will be responsible for IPACS-II activities related to improving civil society involvement in enforcing NGO legislation and in the policy-making process. This includes establishing a working group comprised of government officials, Afghan CSOs, Afghan CSO umbrella organizations and USAID. S/he will also provide technical assistance and input for improving CSO reporting requirements as well as availability of information on registered CSOs. S/he will report to the Director of Legislative Strengthening and work closely with the programâ€™s Legal Advisor.
This position requires that the incumbent work with a minimum of supervisory guidance and act in a responsible and professional manner as a representative of Counterpart. This position supports all Counterpart activities, contributing as a team member.
Duties & Responsibilities:
Support the establishment of civil society/government working group to improve civil society legal framework and accountability. This includes organizing workshops, roundtables and legislative reviews.
â€¢ Work with ISO and CSSC partners to ensure that they are keeping provincial ministry representatives informed of the working groupâ€™s developments.
â€¢ Oversee the review of the NGO Departmentâ€™s Harmonized Reporting Form in collaboration with the Ministry of Economy.
â€¢ Organize training and provide technical assistance for the MoE NGO Department staff to maintain an accurate and publicly accessible online database of registered CSOs.
â€¢ Harmonize efforts within the Ministry of Economy, Ministry of Justice and civil society organizations to create a CSO Directory of registered CSOs.
â€¢ Participate in collecting information for and preparing bi weekly and quarterly reports on program activities, including review of partnersâ€™ reports and provide feedback as needed.
â€¢ Participate in promoting the exchange of government accountability information and expertise across the country.
â€¢ Contribute to overall I-PACS project planning and development and participate in the development of CPIâ€™s Annual Work Plan.
â€¢ As requested, assist in planning for, facilitate and/or participate fully in meetings and ad hoc working groups;
â€¢ Keep informed of civil society issues and developments in Afghanistan.
â€¢ Other duties and responsibilities as assigned.
University degree or 1-3 years of experience in related field.
â€¢ At least 5 years of progressively more responsible program experience working with International and/or national NGOs.
â€¢ Experience with civil society legal framework, CSO accountability, and engaging government stakeholders strongly preferred.
â€¢ Demonstrated proficiency in English language, both spoken and written, in addition to two main local languages, Dari and Pashto;
â€¢ Good computer skills to include Internet, Word, Excel, database;
â€¢ Advanced organizational, communication and reporting skills,
â€¢ Ability to work both independently and as an effective team member.
â€¢ Ability to work under pressure.
â€¢ Excellent cross-cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity
