UN-Habitat Afghanistan

UN-Habitat established a presence in Afghanistan early 1992.The overarching vision of UN-Habitat’s work in Afghanistan is for prosperous, inclusive and equitable human settlements that reduce poverty and contribute to national stability and development. The mission of the UN-Habitat Country Programme is to transform lives through enhancing access to urban land, housing and services, while making systems and institutions responsive to people’s views and needs.

UN-Habitat’s Country Programme Strategy 2016-2019 is focused on three thematic focus areas:

 

  • Planned and Well-Governed Settlements to enhance the government’s capacity to guide the development of human settlements in a participatory, equitable and accountable manner while ensuring access to basic services; 
  • Inclusive Settlements to improve access to affordable land and housing, services and infrastructure for all residents of human settlements with a focus on poor and female-headed households, including IDPs and returnees.; and 
  • Prosperous Settlements to contribute to towns and cities being hubs of economic activity that generate sustainable employment and enable residents ─ particularly the young ─ to acquire productive skills. 

 

Integral to each of these Focus Areas are cross-cutting issues of gender, youth, and development of national capacity, environmental protection and disaster risk reduction.

UN-HABITAT has presence in 10 provinces of the country, including five major cities and works in implementing its strategy through six programmes: Afghanistan Urban Peace building Programme (AUPP), Clean and Green Cities (CGC), City for All (K-SMNP and MGSP), and SHURA, Operations Division and Knowledge Management Unit (KMU).

Good computer skills and fluency in MS Office package, email programmes and web applications; Conversant knowledge of Umoja a clear advantage; Knowledge of database systems are considered an asset. The candidate must be able to work independently with a high degree of responsibility and with minimal supervision. She/he should be able to produce well organized, complete, properly formatted and accurate reports and maintain a complete and systematic filing system and archive, should be able to operate in a flexible and cooperative manner and should be able to perform her/his duties often under pressure and according to deadlines. The candidate should demonstrate willingness to learn new technologies. Familiarity with multi-lingual, multi-national working environments would be an asset.

 

Duties & Responsibilities:

  • Review of all technical and social documents related to sub-contract proposals under all functional projects.
  • Awarding Community Contracts for all proposals under all functional projects.
  • Assist in creation of Business Partner (BP) form for registration to UNON.
  • Request UNON for updating banking details of each BP in Umoja.
  • Assist in creation of CRM requests.
  • Creation of Grantor Program in Umoja for all projects.
  • Creation of Applications in the Grantor Management System for each sub-contract.
  • Keep track of all ongoing projects.
  • Follow up of each sub-contract deadline and remind the related project manager accordingly.
  • Preparing of contract extension letter for all functional projects.
  • Preparing of contract amendment for all functional projects.
  • Preparing of contract termination letter for both community and commercial contracts.
  • Processing of all project payments requested by field offices.
  • Make sure the payment request is inspected by PMO prior than submission to finance section.
  • Assist in fund obligation for individual sub-contracts in Umoja system when required.
  • Keep track of all payments for individual sub contracts under different projects.
  • Maintaining good filing system of all sub-contract documents both in hard and soft.
  • Preparing related documents for a sub-contract to be approved by ROAP.
  • Keep records of signed project.doc, log frame work and work plan in hard and soft.
  • Keep track of project budget.
  • Preparation of monthly report on issued Community Agreements to ROAP.
  • Preparation of Memorandum of Agreements after receiving authorization.
  • Follow up of project reports (Quarterly report, Mid-term report and final report)
  • Close liaison and effective reporting to senior management on project/programme activities.
  • Back stopping head of unit in her/his absence.
  • Follow up with various office for approval of document created in the system
  • Performs other related duties as assigned.

Qualifications:

a)   Completion of first year degree in Engineering /Architecture is required.

a)   At least two years of relevant experience in related fields is required.

b)   Very good knowledge of Microsoft Office applications (MS Word, Excel, PowerPoint) is desirable.

Experience in handling of web-based management systems and strong knowledge of UN Umoja system a distinct advantage
