Job Summary

A grants program is the integral method for accomplishing the objectives and outcomes of ASI program objectives. Grant mechanisms will be utilized to stimulate the capacity and effectiveness of key district government and community leaders, NGO’s, private sector entities to provide resources for innovative local activities that will reduce instability, promote economic security, provide appropriate commodities/equipment to vital institutions and community identified objectives. This is not a supervisory position.

Duties & Responsibilities

In general, the Grant Specialist will have excellent written English skills, computer skills, and experience working with detailed reports and monitoring instruments.
• Works with District Development Team and others in the activity development phase to establish activity work plans.
• Prepares Grant Agreements when grants are approved.
• Prepares purchase requisitions according to the approved detailed budget for all cleared activities.
• Assists in supervision of Grant implementation (meeting with grantees, overseeing implementation, visit the grantee operations as required, etc.).
• Drafts weekly comments on activity implementation for inclusion in reports to USAID.
• Maintains paper and electronic copies of all activity documentation and ensures completeness of files in the ASI database, activity administration and management system.
• Assists in implementation and documentation of Monitoring and Evaluation (M and E) sites visits in coordination with DDD and ADDD
• Reviews the grantees’ monthly technical and/or financial reports ensuring they are in compliance with Grant Agreement (implementation plans, etc)
• Ensures receipts are in order and within budget according to Grant Agreement
• Coordinates closely with ASI’s technical departments and financial department on grants operations.
• Provides support to Engineering and Procurement staff to ensure documentation is properly accounted for in grant files.
• Interfaces with grantees, sub-contractors and vendors to ensure transparent program processes are upheld.
• Ensures contractually obligated documentation (grant files) and retention of grants activities, compliance with donor’s rules and regulations and due diligence activities
• Guide the Technical Depts. on grants implementation documentation requirements.
• Provides regular updates and reports on grants activities to ASI’s ADDD and Regional Grants Manager
• Assists in preparation of documentation for audits under coordination with the Regional Grants Manager
• Implements other tasks as assigned by the ADDD and Regional Grants Manager.

Job Requirements

EDUCATION:
• DBA is required and University degree in appropriate field is preferred
WORK EXPERIENCE
• Minimum one year experience working with small grants, preferably with international donor-funded projects, UN agencies or NGO’s on relevant programs in Afghanistan.
• Previous knowledge and experience with Administrative Compliance requirements.
• In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions.
• Preferred database experience.
SKILLS:
• Experience in grant and contracts administration and management.
• Computer literate in Windows-based versions of Microsoft Word and Excel.
• Able to write concise but detailed activity updates in English.
• Excellent written and spoken communication skills.
• Ability to work independently, think creatively and apply problem solving skills, provide technical supervision and to multi-task.
• Knowledge of the assigned program district.
• Excellent interpersonal skills and an ability to manage a diverse range of professional relationships.
• Willingness to live, work and travel under diverse and sometimes difficult conditions.
• Ability to manage database, files and prepare meaningful reports.
LANGUAGES:
• Preferred fluency in written and spoken English and native fluency in Pashto. Proficiency in Dari is a plus.
