The Grant Development Officer will perform a critical link in articulating ASI strategies for entry into designated provincial districts and development of project activities through active interface with ASI District Directors and Assistant Directors. The position solicits and provides regular input and coordination in the development of grant proposals that will be forwarded to the OTI platform for approval. The incumbent will be responsible to ensure that activities are focused on achieving specific stability effects that increase support for legitimate Afghan government, undermine support for the insurgency, and build Afghan capacity.
• Collaborates with the District Teams regarding ongoing programmatic and operational needs.
• Receives rough grant products and information from the District Teams and Grantee and crafts this into a working draft grant activity document.
• Provides detailed requests for information as well as assessments and reporting on grant quality.
• Ensures all data points are entered into draft grant formats.
• Inputs documents into TAMIS database for review and approval.
• Mentors, trains and develops District Team staff on grant writing skills.
• Supports DDTs to develop realistic, allowable draft budgets using the ASI-East format in excel.
• Position duties require direct communications with teams in the field in Pashto.

WORK EXPERIENCE
• Minimum two years experience of working in Afghanistan. Understanding of the complexities and challenges of field operations in unstable areas.
• Experience in donor programs with knowledge of systems, office administration; grant development and operational management of grants.
• In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions.
SKILLS
• Demonstrated local knowledge of Afghan socio-political and culture issues.
• Previous experience in English translation highly preferred.
• Previous experience in production of written English products highly preferred.
• Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
LANGUAGES
• Fluent spoken and written Pashto and English required.
