About Chemonics RAMP UP South:

The purpose of RAMP UP is to create effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in targeted municipalities throughout the country. RAMP UP will: (1) increase the capacity of GIRoA municipal officials, (2) improve the delivery of municipal services to citizens in target municipalities, and (3) increase municipal capacity to enable, support, and sustain economic growth. As a result of RAMP UP, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.

Job Summary:

The Grants Finance Accountant (GFA) will responsible for tracking project grants and subcontracts finance accounting and ABACUS data entry Lashkargal office in southern Afghanistan. The GFA will liaison with for Grants and Subcontracts department and providing necessary assistance to the Project Grants and Subcontracts Finance Manager and supervise by the Finance Manager. GFA will ensure that all grants are properly booked, tracked and managed and ensure adherence to corporate field accounting policies and best practices for managing Grants and Subcontracts project finances. This position will support project office in Lashkargal and assume responsibility for reviewing Grants and Subcontracts expenses incurred by the RAMP UP project.

Duties & Responsibilities:

• Provide monthly financial reporting and process payments for vendors.
• Coordinate with Grants and Subcontracts Manager in budget projections and wire requests.
• Prepare Abacus coding sheets for all Grants and Subcontracts financial transactions.
• Ensure that project vendors are paid in a timely manner.
• Ensure that all reporting requirements are met while implementing proper reporting procedures and maintaining quality.
• Prepare Ministry of Finance tax payments on all applicable purchases.
• Maintain project accounting filing system in both hard and electronic copies.

Job Requirement:

• Minimum one to three years’ experience in financial management for USAID-funded projects, or Grant management of Funds.
• High School or University degree, or equivalent years of experience.
• Thorough knowledge of computer-based accounting systems.
• Excellent English languages skills, both verbal and written.
• Prior experience with Chemonics a plus.
