Grants manager is responsible for the process of planning, grant making, award implementation and grant progress, and will ensure that the process of selection and working with all grantees is transparent and in compliance with donor regulations and applicable regulations. The grants manager will work with the grants department and all I-PACS staff and partners to build sustainable capacity, including leading workshops on drafting concept papers, revising proposals, and streamlining the proposal process to help ensure that Counterpart’s civil society partners have the ability to raise funds from domestic and international funding sources over time. S/he will supervise the grants department team and reports to Director of Finance and Administration.
Manage and coordinate all activities of the grants making and implementation process, including regular monitoring, and ensure that I-PACS grant making and grant oversight activities are in line to I-PACS grant management manual, USAID applicable rules and regulations, grants manual and Counterpart standard practices.
• Prepare and conduct workshops and orientation sessions on drafting concept papers and proposals, and process of grants applications and reporting.
• Organize and lead I-PACS Grant Technical Evaluation Sessions (GTEC), ensuring the transparency of the application review and selection process.
• Supervise work of grants team (assistant grants manager, grants officer, grants database assistant) in order to ensure that all grants are implemented as per logframe and timeline, deliverables submitted timely and accurately, and monitoring conducted on a regular basis.
• Coordinate with the finance department timely review of financial reports and processing of payments.
• Coordinate with all program departments in order to ensure proper understanding and resource mobilization for activities.
• Develop monthly and yearly workplans.
• Prepare bi-weekly, monthly and quarterly reports.
• Conduct field monitoring visits as required.
• Any other task as assigned by the supervisor.
University degree, or 3-5 years of experience in the relevant field.
• At least 2 years working experience with International NGOs.
• Previous USAID-funded grant experience and knowledge of applicable rules and regulations for USAID cooperative agreements.
• Demonstrated proficiency in English language, both spoken and written, in addition to two main local languages, Dari and Pashto.
• Advanced computer skills to include Internet, Word, Excel, data-base.
• Excellent organizational, planning and reporting skills.
• Attention to detail, ability to track and follow on multiple tasks independently while keeping all stakeholders informed in a proactive manner.
• Excellent communication and cross-cultural skills, ability to work in a diverse, multi-cultural environment, with respect , professionalism and gender sensitivity.
