The Regional Agricultural Development Program – East (RADP-E) is a 5-year USAID funded program designed to address the demand for agricultural goods and services by partnering with the private sector to develop inclusive, growth-oriented apricot, dairy, poultry and tomato value chains in the central and eastern provinces of Ghazni, Kapisa, Laghman, Logar, Nangarhar, Parwan, Wardak, and Kabul. To boost agricultural-led economic growth in targeted provinces and value chains, RADP-E will provide technical services to increase the competitiveness of selected value chains, expand the number of enterprises that can compete and upgrade products and services in selected markets and improve relationships and linkages between those firms and other market participants throughout the value chain.
Purpose
The Grants Manager will support the coordination of all grant activities, including pre-award, implementation and close out actions.
Duties and responsibilities
· Provide procedural, policy guidance and interpretation for program staff and grantees to ensure adherence to grant management policies and achievements of grant objectives.
· Assure timely preparation of complete grants documentations following procedures established in the RADP-East grants manual, for internal project approvals followed by approval of the USAID CO and COR.
· Review and analyze grants budgets for allowability, allocability, reasonableness, and consistency; negotiate budget and grant execution with grantees.
· Oversee grants closure and disposition plans.
· Receive applications and oversee the technical evaluation process. This includes briefing the technical evaluation committee and participating in discussions as necessary.
· Manage, maintain and keep records of proper grants documentations in hard files as well in TAMIS system.
· Coordinate with the program and M&E teams for timely reviews and approvals of the reports and deliverables for grants.
· Coordinate with the finance team to process payments for the grantees on timely manner.
· Train the proposed grant applicants and grantees on the grants application process, grant award negotiation, grants management, and grants monitoring and evaluation.
· Prepare, analyze and evaluate request for applications (RFAs), and awards to ensure adherence with RADP-East grants management policies and procedures.
· Supervise grants team on their daily activities and make sure the team performs up to the standards required as well as per rules and regulations of USAID.
Minimum required qualifications
· Master’s degree in business administration or other related field with 5 years’ experience OR Bachelor's degree in business administration or other related field with 7 years’ experience.
· 2 years of relevant experience working on grants with USAID funded programs.
· Ability and willingness to travel to the following provinces: Wardak, Logar, Parwan, Kapsia, Ghazni, Nangarhar, Laghman and districts of Kabul.
· Demonstrated experience in organizing and/or conducting facilitation activities, including trainings, workshops and seminars.
· Knowledge of all major Microsoft processing programs (Microsoft Word, Excel, Power Point).
· English language proficiency.
