DAI/ASMED, Multi Location
To provide the ASMED team with overall management support in the areas of grants administration and compliance with USAID and DAI regulations.
In line with the Afghan First Policy, ASMED will start to transition and fill management positions with national staff. The Grants Manager position will be the first few that will be staffed by a national staff.
•Provide guidance in the implementation of the grants programs, including closure and disposition plans
•Work with Technical Managers to coordinate the identification and selection process of eligible grantees and subcontractors;
•Monitor grantees and subcontracting organizations to confirm that funds allocated are used for specified purposes;
•Provide procedures and policy guidance and interpretation for program staff as well as subcontractors
•Analyze and evaluate subcontract proposals and assist with review of sub-grant applications and awards
•Monitor the bidding process to ensure a competitive process and thorough evaluation procedure in awarding national sub-contracts and/or grants
•Ensure proper negotiation of the terms and conditions for sub-grants
•Review and analyze budget estimates for allowability, allocability, reasonableness, and consistency
Outputs and Deliverables:
Responsible for ensuring procedures for control and accountability for ASMED grants are in place, responsible for comprehensive program compliance oversight, and for the delivery of contractual reports as requested.
Supervisory Responsibilities:
The Contract Compliance/Grants Manager will supervise the Grants Implementation Manager and the Grants Coordinator, both based in ASMED HQ in Kabul and Grants Coordinators in the regional offices. Additional supervisory responsibilities may be added as additional staffs are added
•Collegiate education with the equivalent of A.B. or B.S Degree
•4 to 5 years of progressively responsible experience
•Level 4 English ability (spoken and written)
•Supervisory Experience
•Excellent Computer skills (excel, word, PowerPoint, etc.)
•Excellent Communication and Organizational skills
•Knowledge of USAID Regulations
