Job Summary:

Internews Network is currently seeking applications from suitable candidates for the position of a Grants Officer for the Finance and Grants Department that supports the implementation of USAID and other donor funded projects in the Internews office in Kabul. The Grants Officer would be a core member of the Grants team, providing support and assistance to the Grants Manager in day to day activities and in interactions with the Programs Department. The Grants Officer will also be expected to support grants beneficiaries in activities such as budgeting, procurement processes and tracking activity implementation as well as by providing training and any other assistance that is required by grantees.

Duties & Responsibilities:


Prepare all necessary solicitation and pre-award documents for sub grants and assist in development of budget estimates.

Ensure proper negotiation of the terms & conditions for subgrant, analyze budget estimates for allow ability, reasonableness and consistency.

Manage all aspects of assigned grant portfolio throughout all stages of project development, implementation and closure. Manage associated timelines and donor reporting requirements for individual grant activities.

Maintain internal trackers, such as the grant status and closing trackers. Monitor grant portfolio pipeline of financial commitments and disbursements.

Responsible for day to day management of grant program in close consultation with technical and management team.

Monitor budget utilization of the subgrantees through recommend and appropriate financial report action on any significant variances; including physical check of accounting records.

Monitor all sub recipients monthly financial reports to ensure accuracy and budget integrity. Indentify variations, trends and issues in a timely fashion.

Ensure compliance with donor and organizational policies, procedures and regulations, throughout activity implementation. Ensure thorough, audit-compliant documentation.

Conduct site visits and audits for all sub recipients as per USAID regulations and Internews Network grants guidelines.

Support the financial administration of subgrants and subcontracts by providing them proper mentoring and guidance.

Maintain proper filling system and keep all files up to date.

Other matters to be assigned from time to time by the Grants Manager.

Job Requirement:

Three to four years of responsible work experience in grants administration and management.
Must have strong background on finance.
Experience working with USAID funded projects.
Excellent analytical and financial management skills.
Excellent oral and written communication and presentation skills.
Proven ability to multi-task and prioritize with a shifting workload.
Fluency in Pashto or Dari and English is required.
