About Afghanistan Rural Enterprise Development Programme:
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic and political welfare of rural society, especially the poor and vulnerable, through the provision of basic services by strengthening local governance and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth. The newly formed Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over an anticipated 10 year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital. AREDP is to start full operations in January 2010. The initial stages have included a Project Preparation Facility (PPF) which is funded by the World Bank and is facilitating the preparation of the project and implementing the initial activities which include the establishment of functional and programmatic units at the project management office (PMO), in Kabul. The PMO is developing compliance manuals and operational procedures; hiring national and international staff and consultants; purchasing equipment; implementing a Pilot Project Initiative in Parwan Province; conducting training and workshops for skill development and generally building a solid base from which AREDP will grow. Initially the first phases are funded through the World Bankâ€™s IDA facility and bi-lateral donors including DFID and others with a focus on particular regions of the country.
Under the supervision of Provincial Administration officer, the security guard is responsible for: a) safety of the office in general b) smooth and uninterrupted functioning of the office work, c) safety checks, and reports of any event that occurs in connection with the safety of the office staff, equipments and premises.
Duties & Responsibilities:
â€¢ Monitor all incoming visitors to determine whether they should be granted admission to the premises.
â€¢ Open compound gate as soon as you hear the cars coming and close and lock them immediately;
â€¢ Be vigilante at all times - including, night shifts; (guards sleeping on duty will be terminated immediately);
â€¢ Always remain on duty till replacement has arrived;
â€¢ Make regular inspections around the office to ensure the premises are secure and to look out for unusual activities;
â€¢ Ensure that the office premises, equipment and vehicles are secure both in night and day shifts;
â€¢ Inform and maintain close contact at all times with the Provincial Admin Officer concerning the security of the Project Management office;
â€¢ Check all vehicles for explosive devices, when entering the compound;
â€¢ Prohibit non-AREDP vehicles from entering the compound or parking within 50 meters of the premises;
â€¢ Search of all vehicles entering to AREDP Provincial office;
â€¢ Search of visitors and packages entering to AREDP Office;
â€¢ Check the removal/outgoing items and ensure that paper release and documentation is completed;
â€¢ Check all AREDP vehicles parked inside the office at car parking area;
â€¢ Report any irregularities and ensure follow up security action is taken;
â€¢ Any other task directed by supervisor.
â€¢ At least 2 year related work experience in an office environment preferably as a guard;
â€¢ Familiarity with using security equipment such as VHF radios;
â€¢ Familiarity with using searching equipments such as metal detector, etc...;
â€¢ Reasonable knowledge of writing and reading in Dari and Pashto languages;
â€¢ Good spoken command of Dari and Pashto languages required;
â€¢ Must be extremely reliable, trustworthy, and a good team worker;
â€¢ Ability to organize and coordinate work effectively and efficiently;
â€¢ Flexible in working hours;
â€¢ Physically fit for the position;
Reports to Provincial Administration Officer and accountable to AREDP Senior Management.
