Job Summary:

The Head of Administration and Finance will Provide guidance to Director of Operations and General Manager on strategic business directions by conducting financial planning, analysis, forecasting, developing scenarios to inform decision making, and advising on key directions and options for development. S/he will interview the new applicants and will be involved in the recruitment of new staff, staff performance evaluation, ensure appropriate internal controls, maintain an efficient governance system and develop, update and implement ATR policies.

Duties & Responsibilities:

Coordination

1.      Represent ATR with partners, clients, government, auditors, public officials, banks, etc.

2.      Organize weekly operations, finance, and management meetings

Policy

1.      Develop, update and implement ATR policies

2.      Maintain an efficient governance system

3.      Ensure appropriate internal controls

Finance

1.      Ensure compliance with government regulations

2.      Manage ATR’s annual organizational budget

3.      Generate monthly, quarterly, yearly financial reports

4.      Generate monthly financial project reports

5.      Oversee internal audit activities

6.      Cash flow management

7.      Oversee procurement

8.      Provide guidance to the Director of Operations and General Manager on strategic business directions.

Administration

1.      Manage contracts with clients and suppliers and solicit legal advice when needed to ensure compliance with applicable government rules and regulations

2.      Supervise and manage assets records

3.      Manage logistic team and logistic related activities

4.      Update and manage field transportation tracker

5.      Maintain ATR filing

6.      Maintain IT systems

7.      Maintain ATR web presence

Human Resources

1.      Supervise personnel

2.      Supervise career management

3.      Maintain the database of field staff

4.      Validate payrolls

Security

1.      Understand and mitigate key elements of the company’s risk profile

2.      Ensure the vetting of personnel and suppliers

3.      Incident management, as required, including identification of lessons from past incidents and revising incidents response plans accordingly

Job Requirement:

1.      Bachelor’s degree in Accounting, Finance, Business Administration or related fields, Masters preferred 

2.      At least 5 to 10 years of financial and operations management experience

3.      Excellent verbal and written communication skills in English, Dari, and Pashto

4.      Proven ability to produce budget plans and reports

5.      Strong financial and accounting background

6.      Knowledge of best practices in human resources management.
