About Harakat- Afghanistan Investment Climate Facility (H-AICF):
Harakat is an independent, not-for-profit, Afghan-managed organisation that aims to improve Afghanistanâ€™s business environment. We provide grant funds to the private sector, government and civil society to implement activities to reduce or remove barriers that currently make it difficult to do business in Afghanistan.
PURPOSE OF THE POSITION
The purpose of this position is
1.To manage the financial affairs of Harakat-AICFO (Harakat), including financial analysis and reporting for management. This position has oversight for general accounting, project accounting, budgets, cost accounting, and auditing of client records (where necessary); the maintenance of its fiscal records and dealing with its taxation obligations. The Head of Finance and Procurement is responsible for office financial policies and accounting policies and practices, the preparation of financial reports and the conduct of the relationship of Harakat with its banking institutions, auditors and the financial community. The Head of Finance and Procurement must ensure all financial management obligations and requirements under Afghan law are met, and that sound financial management systems and internal controls exist within Harakat.
2.To manage the procurement function, and ensuring that procurement is carried out effectively, obtaining value for money, and in accordance with Harakatâ€™s procurement procedures:
â€¢In respect of the procurement of goods and services for Harakatâ€™s own operations;
â€¢In respect of the procurement of goods and services for Harakatâ€™s clientsâ€™ projects, where this is carried out by Harakat; and
â€¢Where the client carries out its own procurement, that that procurement is carried out in accordance with Harakatâ€™s procurement procedures.
3.The position also carries responsibility for managing the human resources function within Harakat, taking responsibility for ensuring that the necessary skills are available to Harakat and that appropriate staff development opportunities are made available, and the Employee and HR Manual is current, relevant and followed throughout the organisation.
Duties & Responsibilities:
Reporting to the CEO, the key focus of this role is to manage an effective, controlled and auditable system of managing the financial affairs of Harakat. Key responsibilities and accountabilities are outlined as follows:
â€¢Prepare and submit budgets to the management and board of Harakat.
â€¢Prepare internal and external financial reports. Ensure that these, were appropriate, are in accordance with both IFRS and the requirements of Harakatâ€™s investors
â€¢Monitor Harakatâ€™s performance against its approved budget.
â€¢Manage the financial implementation of projects/programmes in the budget, including Harakatâ€™s own investments in projects over its anticipated life.
â€¢Implement strategies for fraud and corruption control within Harakat and its projects.
â€¢Provide strategic and financial input into Board discussions relevant to Harakat
â€¢Ensure appropriate and effective financial and compliance systems are operating to:
-Record transactions and maintain accounting records in accordance with statutory requirements of Harakat;
-Record and control the assets of Harakat;
-Assure financial integrity and effective management of risk within Harakat.
â€¢Manage Harakatâ€™s procurement function, ensuring that procurement is carried out effectively, obtaining value for money, and in accordance with Harakatâ€™s procurement procedures:
-In respect of the procurement of goods and services for Harakatâ€™s own operations;
-In respect of the procurement of goods and services for Harakatâ€™s clientsâ€™ projects, where this is carried out by Harakat; and
-Where the client carries out its own procurement, that that procurement is carried out in accordance with Harakatâ€™s procurement procedures.
â€¢Maintain employment policies and practices that are appropriate to attract, retain and develop the staff required to fulfil the objectives of Harakat as set out in the Governance Charter and set by the Board;
â€¢Manage the Terms and Conditions of the employment of staff so that they are commensurate with the organisation objectives in attracting and retaining them within the prevailing employment market;
â€¢Maintain the Employee and HR Manual up to date, and that all changes are duly authorised by the Board, and that it is implemented throughout the organisation.
â€¢Advise the CEO and senior management on an appropriate structure for the organisation to ensure that clear reporting lines for the control and grouping of staff to perform the duties and discharge the responsibilities required of them;
â€¢Manage the staff of the finance and procurement unit to deliver excellent service to the organisation.
â€¢Comply with personal legal liabilities and fiduciary requirements of diligence and care in carrying out the duties of Harakat.
KEY RESULT AREAS
â€¢Proper financial records and reports are maintained and provided as required.
â€¢Proper control systems are in place to safeguard the organisationâ€™s assets, and to guard against fraud both in Harakatâ€™s operations and the operation of its projects.
â€¢Proper systems of procurement are in place and implemented both at Harakat and in its projects.
â€¢HR procedures are robust, appropriate and implemented throughout the organisation.
â€¢Tertiary qualification in Accounting, Finance, Commerce or similar.
â€¢Qualified as a Chartered or Certified Accountant with a recognized professional body.
â€¢Demonstrated extensive (at least 3 years) professional experience as an accountant or senior financial manager in public practice or commerce and industry.
â€¢Demonstrated experience (at least 3 years)in the development of business plans and the financial analysis of commercial opportunities.
â€¢Demonstrated experience (at least 3 years) in procurement.
â€¢Demonstrated experience (at least 3 years) in the management and supervision of staff.
â€¢Demonstrated understanding of company law, risk management and insurance requirements in Afghanistan.
â€¢Demonstrated knowledge of contracting procedures, including financial aspects of contract implementation for international organisations.
â€¢Demonstrated knowledge of developing and implementing HR policies and procedures.
