Mutahid (meaning United in local language) Development Finance Institution (MUTAHID) was established on April 1, 2011 and initially three MFIs namely Microfinance Agency for Development and Rehabilitation of Afghan Communities (MADRAC), Parwaz Microfinance Institution (PARWAZ) and Mofad Microfinance Company (MOFAD) were consolidated. Later on, three additional MFIs namely Women for Women International Microfinance Afghanistan (WWI), Ariana Financial Services (AFS) and ChildFund Afghanistan Microfinance Limited (CFA MF) consolidated into MUTAHID. The creation of MUTAHID was an opportunity to combine the best components of these consolidating institutions and to preserve the significant investments made over the last few years, to create one larger, stronger and sustainable, best practice MFI based on the core principles of ethics, ideas and hard work while incorporating the lessons learned from the past. Microfinance Investment Support Facility for Afghanistan (MISFA) is supporting MUTAHID directly by providing direction, capacity building and financial resources and while a division of MISFA is run as a separate autonomous operating entity. The management of MUTAHID is ensuring the orderly and judicial transfer of good clients, quality staff and assets of the consolidating institutions.
The Head of MIS is responsible for the implementation and continual maintenance of MUTAHID’s information system. Under the direction of CEO, the Head of MIS reviews the organizational, employees and clients needs to continuously improve the efficiency and accuracy of the collection of information for MUTAHID.
1. Data Collection:
· Ensure timely data collection, inputting data into the system and the generation of diverse reports used for decision making at different levels within the organization;
· Update the microfinance loan portfolio databases which are either maintained in Excel or other software;
· Check and investigate loan portfolio: disbursements and collections; recording cycle form of source data to monthly closing report;
· Indirectly supervise designated MIS/Compliance Officers, Customer Service Officers, Financial Services Managers and Administration/Finance/MIS Officers to ensure their accuracy in collecting and entering data;
· Perform reconciliation with Finance Department on a by-weekly basis and maintain the reconciliation sheet signed by a representative from the Finance and MIS departments;
· Elaborate on customized applications and reports related to existing main software applications to facilitate the software operations;
· Conduct regular branch office visits to follow-up and ensure quality of data collection and processing;
· Check and analyze the data received from the field and train the MIS assistants on data collection and processing;
· Ensure the accuracy of data and give necessary feedback to Branch Managers;
· Maintain documents received from the branch offices.
2. Generation of Accurate Reports:
· Prepare the following reports:
- Daily:
· Entry of collections, savings;
· Reconciliation between Finance/MIS;
· Backup collections from branches.
- Weekly:
· M-Paisa reports from finance to MIS;
· Collection reconciliations;
· List of total collections, outstanding, total portfolio status;
· Client listing;
- Monthly:
· Saving reconciliation with Finance and Internal Audit;
· Monthly Progress Report (MPR) before the deadline set by MISFA;
· Portfolio client listing status;
· M-Paisa reconciliation of disbursements and repayments.
3. Miscellaneous:
Perform any other relevant duty assigned by the supervisor;
Education: A Degree with major emphasis in computer information systems preferred
Knowledge: Accounting, MS Office, Core Banking, EPA
