Job Summary:

PURPOSE OF THE POSITION
The purpose of the position will be to manage the day to day operations of the Proposals Development Unit within Harakat-AICFO (Harakat) and to mentor and train the staff of this Unit. The Proposals Development Unit (PDU) is the core of Harakat. The PDU is responsible for the Project Selection Process that governs the selection of grant funded projects under Harakat. This process is designed to deliver:

•A transparent and accountable process, able to select good projects consistent with Harakat strategic objectives and focus;
•Effective decision making, to maximise Harakat resources and operate in a manner exemplifying the enabling environment the Harakat aims to foster; and
•Close engagement with applicants, to recognise their potential and respond swiftly to capacity constraints with appropriate support.

In addition to management responsibilities, the Head of the PDU has a key role to play in shaping the strategic direction of Harakat and raising the visibility of Harakat with key stakeholders, particularly inside Afghanistan.

The Head of the PDU reports to the CEO.

JOB SPECIFICATION
Reporting to the CEO of Harakat, the key responsibilities and accountabilities of the Head of the PDU are outlined as follows:

Portfolio management
•Managing the Proposals Development Unit to identify and develop projects that will achieve Harakat’s objective of removing barriers to private sector investment and growth, within Harakat’s 8 outcome areas . Manage the project selection, development, and due diligence processes are implemented in accordance with the Proposal Operations Manual. Make recommendations to the CEO for improving the efficiency and effectiveness of the PDU and the Proposal Operations Manual as required and implement agreed changes.
•Managing stakeholder engagement and promotion of Harakat in cooperation with the Communications Department in order to solicit initial project concepts. This including managing activities to ensure “hard to reach” potential applicants are actively engaged and encouraged to submit applications to Harakat and that Harakat reaches and engages with potential applicants throughout Afghanistan and not merely in Kabul.
Staff management
•To provide leadership, mentoring, management and training to the staff of the PDU. This includes assessing their performance in the carrying out of their duties, carrying out annual performance reviews (in conjunction with the Head of Finance and Procurement), providing pastoral care to PDU staff and ensuring PDU staff have access to career development opportunities. To ensure (in cooperation with the CEO and the Head of Finance and Procurement Unit) that the PDU is appropriately staffed.
•To recruit (if necessary) and train a successor that is capable of taking over the role of the Head of the Proposals Development Unit within the period of this contract.
Relations with the PSC and with other Harakat departments
•Managing the provision of an excellent level of service to the Proposals Sub Committee. This should include bringing good concepts / proposals with sufficient background work and recommendations by the PDU forward to the PSC and ensuring that the PSC meetings do take place regularly in agreed time intervals.

•Working with the Finance and Procurement Unit to issue contracts to grantees.

•Liaising with the M and E Unit in developing project based M and E.

•To liaise closely with colleagues in the Finance and Procurement, M and E and Communications Units to ensure effective flow of information and internal coordination.

Reporting
•To report as required to the Board of Harakat, and to its various Sub-Committees, in particular the Proposal Development Sub-Committee.
