Job Summary:

Purpose of the Post: 


- To conduct AFP Active Surveillance in the respective area

- To implement Polio SIAs campaign in the respective area

- To Support Routine Immunization in the respective area


Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):


- To prevent establishment of WPV circulation in the area achieving high immunity level in the community

- To detect any AFP case by establishing high sensitive AFP surveillance network

- To improve the quality of the Routine Immunization service through PEI support to EPI strategy

- To improve the coordination among partners in the area

- He will have an active role among district team members to direct the activity on the right truck and supports the team as technical advisor

Duties & Responsibilities:

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):


The incumbent will perform the following duties:


Working under the direct supervision of the Regional Polio Officer WHO and overall supervision of the WHO Regional Medical officer, the DPO designated as HRMP Focal Person will be based in REOC to assist the Regional EOC Manager on undertaking the following duties.

1. Identification and mapping of HRMPs based on the definitions provided in National Emergency Action Plan;

2. Maintain information on the movement patterns of HRMPs to effectively carry out vaccination strategies.

3. Implement, supervise, monitor and assess the strategies defined for vaccinating HRMPs such as CVAs and vaccinating moving populations during SIAs;

4. Coordinate with other relevant directorates such as nomad directorate and RRD, and other organizations such as UNHCR and IOM for information sharing and effective implementation of HRMP vaccination strategies;

5. Ensure effective microplanning as per available information about HRMPs to vaccinate every child in all categories of HRMPs during SIAs;

6. Ensure timely compilation, sharing, validation and use of data of HRMPs related to mapping, planning, coverage, monitoring and of vaccination strategies such as SIAs and CVAs;

7. Ensure adequate emphasis is given during trainings for identification and vaccination of HRMPs by FLWs;

8. Develop monitoring plans for CVAs and coverage of HRMPs during SIAs including compilation, sharing and analysis of monitoring data;

9. Support implementation of cross border vaccination activities including maintaining the data, planning, supervision and monitoring;

10. Facilitate identification of healthcare providers and reporting volunteers catering to HRMPs to be enlisted in AFP reporting network;

11. Any other work assigned by supervisor.

Qualifications:

Academic Qualification: Preferably, a Medical doctor with MPH degree, or Medical doctor with at least three year experience PEI/EPI.


Other relevant qualifications/experience: 


a. Proven residency of the assigned region.

b. Ability to move in all areas of the region

c. Males and Females may equally be considered but keeping in view the region specific cultural and social norms.

d. Ability to negotiate access and effective communication on PEI relevant issues/activities

e. At least 1 year of relevant technical and managerial experiences with National health NGOs and international agencies/allied organizations or MOPH. Experience in the polio program is an asset

f. Ability to work harmoniously as member of a team to adapt to diverse educational and cultural background and maintain high standards of personal conduct. 

g. Willingness to work long hours and weekends, especially during important activities such as conferences/meetings, vaccination campaigns, and other activities of special importance.

Experience:

Languages: Mandatory local language specific to the region with basic knowledge of the other language (Pushto Vs Dari). Working knowledge in writing, reading and speaking in English


IT Skills: 

- Good knowledge of Microsoft applications.

   - Knowledge of ERP/Oracle applications is an asset
