The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development of communities. Ministry of Agriculture, Irrigation and Livestock (MAIL) and Asian Development Bank (ADB) established Central Program Management Office (CPMO) which is a permanent office to provide operational (administration, finance, procurement, reporting, technical and, monitoring and evaluation) support to all existing and forthcoming projects of ADB within the MAIL. The Project Management Unit (PMU), under the CPMO is responsible for day to day implementation of the Project including (i) overall management and coordination of the relevant outputs; (ii) guiding and overseeing the work of the regional Provincial Implementation Units (PIUs); (iii) establishment and implementation of the project performance management system. The proposed project help strengthen Afghanistan’s horticulture value chain by (i) improving processing efficiency and marketing capacity of domestic agro-business enterprises (ABEs); (ii) modernizing crop production through better planting material, trellising, modern green houses, and on-farm facilities; and (iii) contributing to the national effort in establishing internationally recognized brands of Afghan horticulture produce. It will increase value addition for horticultural commodities produced in eleven (11) provinces in Central, South, and East Afghanistan. As such, the project contribute to increasing import substitution of fresh and processed fruit and vegetables, and expanding exports of high-value fruit, vegetables, and nuts in which the country has a comparative advantage. The project is aligned with the following impact: improved agricultural productivity and food security. The project will have the following outcome: production and value addition of horticulture products increased. The two outputs are (i) horticulture value-chain infrastructure and facilities improved; and (ii) national capacity for horticulture export expansion and import substitution developed.
The Horticulture Officer will play active role in the implementation of farm level sub-projects and will technically support the project beneficiaries on best production practices regarding the use maintenance and management of on-farm investments and marketing of horticultural produce, under the direct supervision of Horticulture Development Manager or the designate.
Provinces to travel:
Minimum four years of working experience in related field. Preference will be given to those who have hands on experience with respect to greenhouses establishment, orchards and vineyards establishment, bioclimatic storages establishment, on-farm water management, high value crops production, capacity building and provision of extension services;
Have experience in implementing horticulture and rural development projects. Familiarity with conduct of production level economic analysis and marketing are also desirable;
Able to take initiatives, solve issues, play vital role as a team member and for long hours as and whenever required;
Strong oral and written communication skills and demonstrated ability to efficiently use MS Office packages (Microsoft Word, Excel, PowerPoint and Outlook); and,
Fluent in English and as well as in Pashto/Dari (speaking and writing).
Duties & Responsibilities:
Plan, coordinate and implement project horticulture related activities in line with the project objectives and agreed plans;
Assess the current situation of pre-selected horticulture crops (value chains) and provide guidance to farmers on how to address issues that may limit horticulture crops production and productivity;
Develop training materials, assist the team and train farmers on best horticulture production practices including the use, maintenance and management of on-farm facilities;
Provide technical support to selected farmer entrepreneurs on cultivation techniques of high value crops (i.e.; planting, irrigation, fertilizers application, IPM, harvesting and storage of high value crops);
Develop monitoring and visits plans to oversee progress of the field activities;
Establish and provide regular extension services to the selected farmers;
Coordinate closely with the suppliers of farms support package materials (i.e. farm level inputs) during the distribution;
Coordinate closely with farmers and suppliers during the establishment of on-farm activities and implementation of farm-level sub-projects;
Advice and take active part with regards to beneficiary selection, site selection, land preparation and implementation of farm level activities;
in coordination with the regional manager and technical team, provide technical advice to farmers on orchards, vineyards and greenhouses management, including; training and pruning of orchards and vineyards, soil management, vegetables production, harvesting, sorting, grading, packing and other relevant post-harvest activities;
Develop quality reports on weekly and monthly basis and submit to the project horticulture development manager; and,
Undertake other duties and responsibilities commensurate with the role and level of this job as may be requested by the Regional Manager.
Job Location:Afghanistan, Kabul
University degree in agriculture discipline with specialization in horticulture or related subjects. Master’s degree in horticulture will be given preference;
