The First MicroFinanceBank (FMFB) Afghanistan is seeking a Housing Microfinance Product Manager for a housing microfinance program. FMFB has an existing housing finance product and portfolio that has been developed and rolled-out over the last 18 months. The current portfolio includes 2,300 loans worth USD 2.7 million. With the support of USAID, FMFB is now expanding this program with the objective to:
Duties & Responsibilities:
1.Incorporate a construction advisory component into the programme with a specific focus on seismic resistance, water and sanitation and insulation and energy efficiency. The basis for the technical interventions being proposed is the highly successful work carried out by other AKDN agencies neighbouring country and which is being be adapted for use in Afghanistan.
2.Introduce the housing finance products and processes, primarily for repair and refurbishment, to rural areas of Afghanistan.
3.Develop and initiative a pilot to provide community infrastructure financing to groups of clients in urban areas.
The Housing Microfinance Product Manager will be based in the FMFB Head Office in Kabul, overseeing programs across the branch network, and will be responsible for:
â€¢Developing and implementing strategies for promotion and expansion of the FMFB housing microfinance program.
â€¢Managing the planning and implementation of urban and rural housing microfinance activities, including strategies for financing community-based infrastructure construction.
â€¢Overseeing the management of the construction advisory services team (with the assistance of a local engineer and other AKDN technical consultants), whose task will be to ensure that construction projects financed with FMFB loans meet minimum construction standards and encourage uptake of technical interventions.
â€¢Identifying constraints and promising opportunities for housing finance development in Afghanistan and develop scalable partnerships and/or linkages to help leverage and expand the impact of the services.
â€¢Establishing an information system to monitor and evaluate the impact of the Housing Microfinance programs and integrate this with the existing MIS.
â€¢Build on an existing housing finance toolkit (covering methodologies and processes) developed within the institution and document processes specifically related to the delivery of construction advisory services and verification of standards, and build a repository of case studies and lessons learnt.
â€¢Oversee the training of staff involved in the delivery of housing finance products and build the capacity of a manager to take over leadership of the product line after the completion of the consultancy.
The Housing Microfinance Product Manager will report to the Head of Microfinance of FMFB and will coordinate with the Head of Product Development for AKAM (who is also the Learning Network Coordinator for the USAID grant).
â€¢At least 5 years experience in the fields related to micro-finance, with at least one year involving housing microfinance.
â€¢Prior experience developing and launching new microfinance products.
â€¢Ability to think creatively and strategically about developing microfinance products

â€¢Good communication skills â€“ both oral and written
â€¢Flexibility and interdependence to work in a changing and unstructured environment
â€¢Experience working with the United States Agency for International Development (USAID) and other international donors desired.
