About HEDP / MoHE:
Afghan policy makers perceive higher education as a vital engine of growth and development. The higher education system produces a pool of high level human resources, including policy makers, administrators, managers, entrepreneurs, engineers, medical personnel, highly skilled technicians, as well as qualified teachers and academics, that are essential for economic development. The availability of such a pool of well-educated human resources will be of central importance for the overall future development of the country. Recognizing this, the Government of Afghanistan and the World Bank (WB) have agreed to support the higher education sector through a Higher Education Operation that will succeed the previous Strengthening Higher Education Project (SHEP). The new Higher Education Development Project (HEDP) will support the overall Government’s own effort to expand and strengthen its higher education sector.
The proposed project contains two components: (1) A program component that finances strategic initiatives to develop the higher education sector. The strategic initiatives are (a) increasing participation in universities in priority degree programs for national economic development, (b) modernizing and enhancing the quality and relevance of teaching and learning; (c) expanding the professional qualifications and skills of academic and technical staff; (d) strengthening governance, quality assurance and accreditation; and (e) stimulating development orientated research. And (2) a program operations and technical support component that would support project coordination, implementation, monitoring and evaluation, research activities, human resource development for academic managers and administrative and technical staff, policy studies, beneficiary satisfaction surveys, communications and policy dialogues. The Director of the Operations and Monitoring Support Team (OMST) in the Ministry of Higher Education (MoHE) will coordinate and facilitate the implementation of HEDP in close collaboration with its relevant departments.
OPERATIONS AND MONITORING SUPPORT TEAM
Support under OMST will cover coordination, technical assistance (TA), monitoring and evaluation, research and policy studies, and communication. The technical assistance and capacity building activities of this component will assist the MoHE to implement the development initiatives of the NHESP-II. Policy studies could include tracer studies of graduates to analyze their job search and labor market experience, as well as beneficiary satisfaction surveys of staff and students of institutions and programs supported by HEDP. Resources for communication would enable higher education authorities to disseminate development initiatives to political authorities, policy makers, academics, students, and the general public. The team would help MoHE to fine tune policy reforms, such as piloting and evaluating innovative approaches to promote female enrolment in priority programs. Component 2 of the Projectwill also finance the incremental operating costs of an Operations and Monitoring Support Team (OMST) in the MoHE
The position is for the duration of the project, subject to satisfactory performance. There will be a probation period of three months. Annual performance evaluations will be organized by the Director, OMST. Feedback will be obtained from the MoHE for the performance evaluation.

Duties & Responsibilities:
The main duties and responsibilities of the Admin and HR Specialist are to:
Assist the Operations Manager in the proper implementation of the Administration and HR policies and procedures developed by HEDP.
Assist the Operations Manager in implementation of adequate internal control procedures.
Ensure adequate Administration and HR policies are established in the OMST program and it is running smoothly.
Ensure all donor compliance issues are implemented; support the Operations Manager in ensuring that administration and HR compliance issues are implemented.
Ensure all the audit recommendations are followed up and implemented accordingly.
Assist Operations Manager in timely preparation of World Bank and MOHE reports.
Ensure adequate internal control procedures are established and implemented to the required level in the OMST program.
Train and supervise the work of the Administration and HR Officers in OMST on routine basis.
Play a supportive role in the development and application of HR policies in relation to the recruitment, induction and management of OMST staff.
Manage, check and supervise the administrative section records and filing systems on a regular basis.
Supervise and check the HEDP inventory records and items issued and received.
Ensure purchasing and maintenance of vehicles is properly registered.
Write necessary letters, correspondence and reports as and when required,
Supervise, monitor, mentor and support the administration and HR staff on daily activities,
Supervise, update and make sure availability of stationery and consumables required in the office,
Support Admin and HR staff on issuing of ID cards to staff members
Supervise, control and make sure that the HEDP vehicles are maintained and running in good conditions,
Supervise and inspect items purchased are received according to requisition requirements with close co-operation of the line managers,
Advice on processing and conservation of documents relating to personnel files and ensure that the actions are taken in accordance with the established policies and procedures,
Monitor process and document transitions concerning staff entitlements, benefits and privileges.
Provide guidance and information to the staff on rules, regulations and procedures concerning condition of service and on other administrative issues,
Organize travel plans and arrangements and calculate and settle claims for OMST staff,
Supervise office procurement, maintenance, and safekeeping of equipment, furniture, vehicles and supplies for the office and its projects,
Ensure logistics support for seminars, workshops, training sessions and meetings,
Prepare correspondence on personnel, administration and procurement matters to other ministries and prepare correspondence for the supervisor’s signatures to government official and outsider bodies,
Manage the staff of the section, be responsible for the recruitment, induction support and staff development within the section,
Introduce a proper administration of HR records and filling system,
Supervise, control and manage overall maintenance of OMST’s fleet of vehicles,
Supervise and coordinate on preparation of employee payrolls and attendance reports.
Support and facilitate the work of Operations Officers/Regional Staff in the universities and provide support for them to build their capacity to manage and report on Administration and HR related tasks.
Provide full support for the section staff through the development of weekly action plans.
Be responsible and cooperative for the preparation of weekly, monthly and quarterly activity reports as required.
Undertake any other duty as directed by the supervisor.

At least 4 years of experience as an Admin and HR Specialist with at least a Bachelors’ degree from a scientific or quantitative discipline such as, HR Management, Public Administration, Operations Management, Financial Management. Previous experience in donor funded development project, a university or in the public or the private sector would be an advantage.
