The incumbent will lead overall HR Unit, and will work under the general supervision of the Executive Officers and CEO who will oversee HR department activities and performance. The position serves as the HR director for all campus of MELI. Duties include but are not limited to: recruitment and contracting of local and international staff, salary negotiation, processing, preparation of all types of contracts, contract modifications, and personnel actions, evaluation and classification of positions for the Executive Officer’s approval, HR records and database management, orientation and personnel processing of incoming and outgoing employees, and the preparation of various periodic and non-recurring reports. The incumbent serves as the subject matter expert to the Executive Officer and, as such, is an expert on HR management activities. His/her advice is considered authoritative and often relied upon by the Executive Officer as the basis for decision-making. The incumbent's judgment and input are relied upon for Mission reporting and policy decisions.
General Duties
Develop organizational strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
Implement human resources strategies by establishing departmental accountabilities, including talent acquisition, staffing, employment processing, compensation, training and development, records management, safety and health, succession planning, employee relations and retention
Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances.
Ensure staff is aware of and complies with MELI’s policy and procedures.
Communicate regularly with MELI’s main branch Director General and General Manager.
Facilitate MELI’s strategic planning and decision-making, and participate in similar activities as a HR director.
Participate in development and implementation of systematic, participatory approach to improving the overall performance of the organization by developing annual confidential report (ACR)
Overall Management and Administration
a. Closely oversee management of daily office operations, meeting regularly with General Manager to ensure smooth functioning of administration.
b. Track issues, and provide MELI’s senior management with regular reports; communicate with and update top management regularly.
c. Oversee weekly planning of his department.
d. Monitor support services to ensure they function smoothly and effectively
e. Oversee recruitment of and supervise MELI’ management staff.
f. Monitor activities to ensure process and project quality; ensure early identification of and response to issues.
g. Actively seek opportunities to build personal capacity to fulfill professional requirements.
h. Perform other duties as requested by General Manager or CEO.
At least MBA.

■ Ability to handle multiple tasks simultaneously in pressured environment.
■ Strong communication skills, and fluency in written and spoken English, Dari, and Pashto.

■ Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
