Deloitte LLP is international organization working beside Government of Afghanistan in IARCSC for Capecity building of Afghan Government.

Job Summary:

Responsible for HR related matters, including but not limited to helping in planning, staffing, recruitment, evaluation of policies, salary reviews and surveys etc. Furthermore, would be responsible for helping in terms of development of JD for positions, standardization of employment contracts, renewals, interview professional and support staff and develop personnel policies.

Duties & Responsibilities:

Responsible for HR related matters, including but not limited to helping in planning, staffing, recruitment, evaluation of policies, salary reviews and surveys etc. Furthermore, would be responsible for helping in terms of development of JD for positions, standardization of employment contracts, renewals, interview professional and support staff and develop personnel policies.

MAIN DUTIES AND RESPONSIBILITIES:
• Implementation of HR strategies , policies and procedures focusing on achievement of the following results:
• Full compliance of HR activities with Deloitte rules and regulations, policies, procedures and strategies, effective implementation of the internal control, proper design and functioning of the HR management system;
• Continuous analysis of corporate HR strategies and policies, assessing the impact of changes and making recommendations on their implementation in the Continuous research of the matters related to conditions of service, salaries, allowances and other policy matters.
• Forecast of the staffing needs, performance evaluation and staff career development management.
• Ensures effective human resources management focusing on achievement of the following results:
• Management of recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, chairing interview panels, making recommendations on recruitment.
• Organization of trainings for operations/ program staff on HR issues;
• Synthesis of lessons learn and best practices in HR,
• Conducting pre-employment screening activity, including references, Complain, Security and IR clearances;
• Works with the finance department for necessary processing to calculate and update employee information (joining date, leave available upon conclusion of employment, time sheet processing etc.)
• Assists with creating job descriptions and policy manuals.
• Responsible for monitoring probationary periods, extensions, re-designations, increments, issuance of experience certificates, separations from employment,
• Helps in developing and updating new staff orientation package.
• Ensures updated records are maintained for the staff, including the leave records, refreshing job descriptions etc.
• Responsible for updating staff database and spread sheets on monthly basis.

Job Requirement:

REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE

1. The minimum qualifications:

o Bachelor’s degree in the filed Administration, Management or Human Resources Management.
o A minimum of 3-5 years work experience in a similar position
o Experience and a strong interest in working with people in the community
o Good computer skills (MS Office )
o Excellent language skills of Dari, Pashto and English
o Strong interpersonal and communication skills, both written and verbal
o Ability to travel to all provinces of Afghanistan when required
o Ability to work under pressure
o Experience working with international NGO and US Government funded projects will be an advantage
