The HRDB Secretariat (HRDBS) will facilitate a discussions focused on solving the question: what are inter-sectoral issues, policies in need of development, programs in need of cross-sectoral advocacy, and prioritization (within the framework of budgets and contributing to short and long-term employment opportunities (Human Resources Development). To this end, the Foundation is intending to hire one national coordinator initially for a period of one year (with possibility of extension) with skills of coordination, communication and planning. The coordinator will be placed in Ministry of Refugees and Repatriations. The coordinator will work with the HRDBS and a national or international consultant to identify cross-sector opportunities and synergies that contribute to work force development in Afghanistan.
Key Duties and responsibilities
The HRDBS Coordinator will be responsible for being a focal point of HRDBS in the Ministry of Refugees and Repatriations and key responsibilities include;
Work with respective Ministry level Coordination Committees to submit the items to HRDBS and also highlight priority policy recommendations from the respective ministry ;Support the HRDBS to develop quarterly meeting agendas and materials;
Work with HRDBS to develop annual work plan and operational plans;
Establish and coordinate working groups to prepare documents for review by the HRDB;
Organize and facilitate monthly meetings with the technical Working Groups (WG) of nine ministries and draft the minutes of meetings plus encourage WGs for their effective involvement in achieving the strategic goals of their respective ministry at the HRDB;
Supports the International/ National Consultants to identify the common subjects for policy development, advocacy and issue resolution in each of the nine ministries;
Support the International/ National consultants by interpreting / translating from local language to English;
The Coordinator will be full time and dedicated to the HRDB activity;
Work with the other coordinators from the different ministries to identify common ground and be able to look at the bigger picture that brings together interests common to all nine ministries; and
Discuss and plan the execution of the tasks with the line ministries.
