Job Summary:
USAID’s Regional Afghan Municipalities Program for Urban Populations is highly focused to enable municipal governments to meet the challenge of improving service delivery to citizens in target municipalities rapidly. By demonstrating their capacity to produce tangible improvements in quality of life, Afghan governments will win the trust and support of its people and increase its legitimacy. RAMP-UP is absolutely critical to the success of the USG’s strategy to promote a more capable, accountable and effective government that serves the people and can eventually function with limited international support. The dual objectives of RAMP UP are to build municipal capacity on a sustainable, long-term basis while immediately producing visible and tangible improvements in service delivery and economic development.
Duties & Responsibilities:
• Assess HR needs
• Assist in the establishment and development of the HR unit
• Develop HR capacities through training and on-the-job coaching
• Design and implement HR management workshops and training sessions.
• Provide guidance on retraining, retrenchment and retirement as may be required following implementation of new pay and grading system.
• Prepare reports and other documents for submission to the Project
• Guide HR staff in the development of an HR handbook and operations manual
• Perform other work in the context of these duties as needed and requested
Job Requirement:
• Education: University degree in HR management, Business Administration or related field. This may be substituted for by applicable work experience and demonstrated personal leadership qualities.
• Experience: At least five years of directly relevant experience, especially in HR management, training, job evaluation, and performance assessment. Experience in a government setting is desirable.
• Languages: Fluency in English and Dari is required. Fluency in Pashto is desirable.
