Under the strategic guidance of the Senior Projects Manager, the HRMIS Senior National Adviser will strategically plan, manage and implement the project while providing operational support to the project implementation in the field which mainly includes government ministries and agencies.
• Establishment of a national Human Resource Management System in Afghanistan in the civil servant sector.
• Oversee coordination of project activities in the light of approved workplan
• Supervise the HRMIS data collection and administration policy, standards and models
• Ensure data security, privacy and backup procedures are established and effected
• Report on and remain responsible for project activities and deliverables.
• Conduct best-practices research and document HRMIS data requirements
• Determine and recommend best ways to improve quality and accelerate the implementation of the HRMIS specially into the provinces.
• Provide appropriate guidance, technical and administrative support to project and staff
• Meet with high ranking government and non-governmental officials to win the necessary support required for the project and pave the way to implement project activities.
• Complete other official duties assigned necessary by the supervisor.
A Bachelor's degree, usually in computer science, mathematics or a related discipline or completion of a college program in computer science with computer programming and database experience, is required; fluency in Dari/Pashto both written and oral; fluency in English being the global language for technology; excellent communication and interpersonal skills.
