Duties & Responsibilities:
Purpose: The HR Assistant will oversee all administrative/HR related activities to CRCC project in the South and East Region. She will ensure that the outlined administrative/HR policies and procedures are implemented. The HR Assistant will provide and maintain complete and accurate data for all staff personnel files.
She will provide support in other administrative/HR areas as
necessary and maintain a positive working relationship with the CRCC Office staff. The HR Assistant will be responsible for the following detailed tasks, but not limited to. Recruitments and Hiring:
â€¢ Facilitate the CRCC recruitment/hiring process, to ensure the hired staffs are fully capable of meeting the requirements of the respective positions which is in accordance to CRCC hiring guidelines.
â€¢ Make sure any recruitment that takes place is in full conformity with the CRCC policies/procedures.
â€¢ Advertise Job Ads, look for qualified candidates, invite and encourage prospective candidates for employment with CRCC . Screen candidates in collaboration with the hiring unit short-list the ideal candidates. Participate in interview, and make hiring recommendations. Inform short-listed candidates for test/interviews and the final result. Ensure transparent and bias-free recruitment process observation.
â€¢ Assist in training CRCC staff in recruitment process. Provide them with written outline of steps, timelines, and responsibilities to be followed to ensure an orderly and expeditious recruitment process, and instruct them in proper use of standard forms such as EBD.
â€¢ Coordinate recruitment of local long-term resources, ensure quality control of recruitment process, interview candidates, and make recommendations to technical staff. Prepare weekly reports to Sr. Regional Operation Officer on progress in recruitment activities
. â€¢ Keep all South Office recruitment files up to date, and coordinate update of field office files; Maintain system for personnel files in accordance with CRCC regulations; train field personnel in maintenance of personnel files and monitor compliance with this system.
â€¢ Coordinate and supervise preparation of employment agreements for all CRCC staff and submit to the Admin/HR Director for signature.
â€¢ Orient incoming staff at the South office and coordinate with the field office on regional employee orientation.
â€¢ Assist the Senior Regional Operation Officer in establishing calendar and process for completing annual employee performance evaluations. Assist supervisors charged with conducting evaluations of staff members in their units, and monitor compliance with the process.
â€¢ Facilitate in interviewing panel. Personnel
â€¢ Manage maintenance of all staff timesheets and leave records.
â€¢ Manage expatriate and TCN R and R and RRB Records
â€¢ Manage Local and Expatriate Employees Leave Record in TAMIS.
â€¢ Manage All LTTA and STTA management in TAMIS.
â€¢ Keeping up to date TAMIS Team Directory on monthly basis. â€¢ Supervise/Manage all Local employees Time Sheet Medical and Transportation Reimbursement Sheets on monthly basis.
â€¢ Manage All Employees personnel files. Prepare Maintain and investigate all Education Claims received from CRCC Staff.
. Must be High school graduated, Bachelor degree will be preferred from any relevant faculty
â€¢ At least 3 years work experience in the operational and administrative management field, preferably with international donor-funded projects, UN agencies or NGOâ€™s on relevant programmes in Afghanistan.
â€¢ Fluency in English and Pashto, Dari a plus
â€¢ Excellent verbal and written communication skills.
â€¢ Computer literate with e-mail, word processing and spreadsheet.
â€¢ Team oriented.
