Blumont’s Conflict Mitigation Assistance for Civilians (COMAC) program provides comprehensive victims’ assistance (VA) to Afghan families suffering from military operations by delivering direct and indirect assistance, building the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA), advocacy, and outreach.

 

To build a sustainable base for VA in Afghanistan, COMAC focuses on building the capacity of GIRoA, especially State Minister office for  Martyrs and Disability Affairs  (MMD ), as the main governmental entity for VA services while also addressing the broader challenges of collecting and managing data, national- and provincial-level stakeholder coordination, resource mobilization, enacting rights-based legislation and policies, and the systemic inclusion of victims and mainstreaming VA across sectors and programs. Capacity building efforts include participatory capacity assessments and workshops, reinforcing knowledge transfer for sustainability, coordinating with relevant service providers, and institutionalizing capacity building for the future. Together, these efforts touch on individual, organizational, and institutional levels.

 

State Ministry for Martyrs and Disability Affairs

The State Minister office for Martyrs and Disability Affairs (MMD) is the focal ministry within GiROA that coordinate, manage and delivery services as well as the policy maker and regulatory authority to martyrs and disability affairs in Afghanistan. Current MMD has been established in 1358 (1979), then the Ministry of Martyrs and Disabled (MMD) and the Ministry of Labor and Social Affairs (MoLSA) merged together in 2007 and structured the MoLSAMD, by 2019 through presidential decree it become a state ministry and member of cabinet.

MMD in disbursement of financial benefits to heirs of Martyrs and PwD (M&D) recipients which includes registration of new MD cases, recertification of current cases, assignment of benefits, and coordination with other line ministries; collecting aggregated reports from the 33 MD provincial offices in addition to the Kabul province which is managed by the central M & D offices;  providing employment opportunities through vocational and technical training; Facilitating M & D recipients to access scholarships for higher education; advocating and facilitating the MD recipients’ employment in the government sector; facilitating and coordinating with the MoPH regarding health services provided to the M & D recipients in the health centers; attracting and coordinating national and international assistance to the targeted M & D recipients which includes certifying international and national NGOs to provide assistance to the targeted beneficiaries through an MOU, delivery of food packages, etc.; facilitating and assisting in the processing of Hajj pilgrims opportunities for MD beneficiaries; Facilitating other services such as land distribution, apartment, Paralympic activities, etc. and finally managing information for all mentioned services.


Job Summary:

The MMD needs a consultant for 6 months to enable them to strengthen the capacity of their HR Directorate with specific focus on improving their ability to provide victims’ assistance. Key tasks will include as follows: 


Duties & Responsibilities:

Main Responsibility:

 

·        Develop HR policy and related standard operating procedures for contracted staff, in line with the law and civil service regulations including a grievance notification and addressal procedure to resolve work-related disputes among the staff. HR Directorate staff will be involved in development of the policy and SOPs as part of a learning by doing approach, led by the Consultant. The development of SOP is contingent upon MMD providing timely feedback and approval of the HR policy. Once the Policy and SOPs are developed, trainings will be delivered for the HR Directorate and other relevant MMD staff.

·        Review existing performance management system in place, recommend improvements and then train people on new SOPs, once the recommendations are approved by the Ministry.

·        Train HR Directorate staff on applicable policies and practices required Independent Administrative Reform and Civil Service Commission to manage staff (civil servants) at MMD.

·        Support MMD’s HR Directorate to develop their HR Strategy through learning by doing and classroom-based approaches. However, the HR Directorate will be the lead for strategy development, and the Consultant will provide technical assistance to facilitate the process.

·        Tasks can be modified if agreed upon by the Consultant, MMD and COMAC.

 

Deliverables

·        HR Policy Manual and SOPs for MMD contract staff

·        Upgraded Performance Management Plan and related SOPs (provided MMD approed the Plan).

·        At least 10 structured trainings for MMD staff from the HR Directorate as well as other relevant staff from the Ministry on HR Policy for contracted staff and related SOPs; updated Performance Management Plan and related SOPs; IASC policies, rules, and practices for HR management.

·        Mentoring and learning by doing

·        Draft HR Strategy document

·        Weekly progress report to be submitted to COMAC and MMD

·        Other deliverables as agreed upon by the Consultant, MMD and COMAC


Job Requirement:

Required Skills & Qualifications

·        Master’s degree in HR, organization development, organization behavior, change management or any related field.

·        10 years of experience in Human resource management and administration with at least 4 years of similar experience with Afghan government agencies.

·        Proven experience of having dealt with similar consultancy services in restructuring, organization assessment, change management etc.


Skills/Competencies:

·        Ability to capture key points discussed throughout the assessment. 

·        Demonstrates desire to study, understand and apply the fundamental rules of UNDP recruitment and selection policy and rules to be an effective note taker as well as shortlisting of applications

·        High level of integrity, independence, and initiative

·        Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel).

·        Excellent written and verbal communication skills English, Dari and Pashto.

 

Travel Requirements

This will be a Kabul based position with expected travel to provinces.
