Throughout 2010 and 2011, The Partnership will be implementing a non-intensive English training program to a select group of Afghan National Security Forces (ANSF). As part of your contract with The Partnership you will be responsible for the maintenance of the human resources of the project.
ELT program is designed to support higher level military education and training, enable key ANSF personnel to communicate more effectively with coalition forces and perform their job-related duties in which the use of English is required.
Through the ELT program The Partnership will support CSTC-A bring ANSF personnel to higher English language proficiency using qualified and high-caliber Afghan instructors provided by The Partnership. This contract is expected to reduce the time that ANSF personnel spend on out-of-county Intensive ELT courses at the Defense Language Institute English Language Center (DLIELC) and other international language training center.
• Assist the program team leaders in the recruitment and selection of employees, and with the assistance of line manager preparing employment contracts for new posts.
• To help recruit, select and place employees and act as a key contact point, giving advice and support to managers and staff on conditions of company employment procedure.
• Ensure contract management and performance appraisals of employees.
• Maintain HR files on all employees and support the finance team in processing payroll.
• Prepare Scope of Work and provide complete HR support to the project.
• Support the development and implementation of the organization HR manual.
• Arrange issuance of company induction pack and HR policy, insurance policy and insurance policy number, and publishing employment ID cards to recruited staff with the clarification of managers.
• Maintain transfer and surplus staff record, and handle cases of leave, retirement, re-employment, and resignation.
• Record all transactions in database including (contracts, attendance and leaves) and keeping updates.
• Timely issuing of attendance and leave forms to all employees and keeping records of such matters.
• Assist all employees on relevant training during their employment with company.
• Perform other tasks assigned by management.
• At least a BA Degree in Economics or Business Administration;
• Minimum of 3 years of experience in field of Human Resource Management;
• Familiarity with Capacity Development Programs ;
• Fluency in English, Dari and Pashto;
• Good computer literacy (MS Office)
