The Human Resources Advisor is responsible for providing high quality advice and assistance to human resources Directorate staffs in the areas of recruitment, remuneration, performance management, training and development, employment relations and industrial relations. The Human Resources Advisor reports directly to Human Resources Director or H.E Minister of Economy.
• Provide advice and counsel to management and other employee groups on a
Broad range of human resources issues and decisions
• Identify, analyze, and recommend solutions for various human resources
Problems, monitoring implementation of agreed upon actions until the problem has
Been resolved
• Influence management in making sound human resources related decisions
Analyze morale indicators and other personnel measurements such as but not
Limited to surveys, turnover, and grievances, and present recommendations for
Corrective action programs when needed
• Provide direction and/or guidance to less experienced human resources staff in Human Resources Directorate of Ministry of Economy
• Lead and/or participate on teams with human resources and other team members
• Develops and maintains effective recruitment toolkits and procedures.
• Provides backup support for the Human Resources Unit in the administration of the recruitment process.
• Provides appropriate and effective advice and assistance to HR Directorate regarding selection processes and recruitment best practice.
• Ensures that employment offers and agreements are accurate and produced within agreed timeframes.
• Contributes to the development of effective termination, dispute resolution and change management policies and procedures.
• Advises and assists Human Resources Directorate on any employment relations issues.
• Seeks appropriate advice on employment relations issues as and when required
• Contributes to the development of effective performance management and procedures.
• Ensures that any performance management procedures meet legal and human resource best practice.
• Assist both Recruitment Director and HR and Policy Director in their sub level activities.
• Develops and maintains effective employment relationships with staff and line ministries and independent administrations.
Bachelor's degree in related field plus four (4) years working experience in the operational and administrative management field, preferably with international Agencies or Afghanistan Government.

Fluency in English and both local official languages Pashto and Dari
Excellent verbal and written communication skills
Excellent command on computer software
