Job Summary

Under the overall direction of the CTAP National Director and direct supervision of Principal Human Resources Management Advisor, the Human Resources Advisor will work in order to support capacity development program. The position involves supporting and assisting the Civilian Technical Assistance Program (CTAP), Human Resources Department in implementing and managing the HR infrastructures of CTAP.

Working under the overall direction of the CTAP National Director and direct supervision of Principal Human Resources Management Advisor, the Human Resources Management Officer is expected but not limited to perform the following duties and responsibilities:

Duties & Responsibilities

• Assist in recruitment process to include sourcing, interviewing and selection criteria to identify and hire regional TA for specific job functions as determined by demand/ANDS to meet specific requirements and needs of ministry/agency.
• Establish relationships with local, national, and international recruiters and recruitment agencies to source candidates.
• Management of recruitment processes including job descriptions, vacancy announcement, screening of candidates, organization and participation in the interview panels
• Develop ToRs and Scope of Work (SoW) delineating work plans and deliverables for each TA as part of the On-boarding process. Liaise with the staff personnel and line ministries/agencies to determine the ToRs, SoW and work plans for each TA.
• Assist in the implementing and maintaining an accountable and transparent records management system to include an Applicant Tracking CV (resume) Database for the CTAP Secretariat function supporting ministries/agencies.
• Liaise with M and E Specialists to ensure the Goal Setting Section of the Performance Evaluation process ties into the M and E process.
• Coordinate and assist M and E Specialists in the creation and supervision of sound on-going systems that will monitor the progress of TAs and their impact and role the TA is fulfilling within different government institutions.
• Active participation in the CTAP Secretariat learning and capacity enhancement activities and promotes a learning environment in the office
• Development and management of CTAP TA’s rosters
• Perform other duties as requested by CTAP National Director/Principal Human Resources Management Advisor


2.2 Deliverables:

• Assist in the recruitment and placement of 50 to 80 TAs’ by year-end (December 31, 2010)
• CTAP TA’s records/database develop and made functional
• Distribute and follow-up of initial and Annual Performance Evaluation forms to ministry/agency supervisory personnel to evaluate the performance of TA(s).
• TA’s functional roster developed to include tracking of TA(s) Visa and Work Permit Status.
• Liaise with ministry/agency staff personnel to ensure they are adhering to the time tables established by CTAP to recruit and hire TAs’.
• Participate in TAs’ Orientation Program.

Job Requirements

• BA University degree in HR management, Business Administration or related field. This may be substituted for by applicable work experience and demonstrated personal leadership qualities.

• Experience: At least three to five years of directly relevant experience, especially in HR management, creating HR infrastructure, training, job evaluation, and performance assessment.

• Direct experience in capacity development programs and/or government setting is desirable.

• Languages: Fluency in local languages (Dari/Pashto) and English is required. Fluency in Pashto is desirable.

• Strong interpersonal and communication skills, both written and verbal
Ability to travel when required
