Job Summary:

HUMAN RESOURCES ASSISTANT (FSN-07)

Duties & Responsibilities:

Under the supervision of Human Resources Assistant (ADU Team Lead) manages all aspects of the arrival/departure section with regard to Afghanistan or in the Field PCS or TDY in Kabul, Field. Coordinates unique requirements of all agencies and all arrival and departure types. Independently responsible for managing the processing of all pending electronic country clearances (eCC), monitoring the constant changes and updated; managing and performing detailed review of pre-arrival preparations for all newly assigned personnel to Afghanistan, including all agencies under COM. The incumbent performs a variety of functions to ensure a smooth transition of COM personnel departing Afghanistan. Notifies personnel 90 days in advance of their scheduled departure, provide check-out lists and assists with travel plans. Schedules and follow up to ensure attendance in the Consolidated Out-Processing program and WebPASS program. Ensures all paperwork is correctly formatted and complete.

QUALIFICATIONS REQUIRED

1. EDUCATION: Completion of at least two years of University/College study required.
2. EXPERIENCE: Minimum of two years experience in Human Resources or Personnel Administration functions required.

3. LANGUAGE: Level III (Good Working Knowledge) English and Level IV (Fluent) Dari/Pashto is required.

4. SKILLS AND ABILITIES: Excellent interpersonal, communication, team work, & presentation skills are required. Ability to communicate effective and maintain rapport with all level of employees is required. Excellent drafting ability in English required for drafting letters, guidelines, etc. is required. Mathematical aptitude, accuracy and thoroughness in all details are required. Keen attention to details is required. Excellent computer skills- Microsoft Word, Excel, PowerPoint; plus the ability to quickly learn various on-line HR systems is required.

5. JOB KNOWLEDGE: Good knowledge and understanding of human resources principles, practices, and customer orientation is required. Ability to quickly learn United States Government (USG) regulations and procedures detailed in 3 Foreign Affairs Manual (FAM), 3 Foreign Affairs Handbook (FAH), the Personnel Officers Handbook and several Admin. Instructions. General knowledge of the organization and human resources policies of various United States Government (USG) agencies in the Mission.
