Job Summary:

Who we are
Afghanistan is one of the poorest countries in the world and is suffering the effects of two and half decades of chronic conflict and in the last couple of years the worst drought in living memory. Millions of Afghans who had little ability to cope with the situation in Afghanistan are still at risk, or in dire poverty.
Afghanistan is in a critical phase of development, following the recent successful donors conference in Berlin and the presidential elections in September 04 and in an environment of continuing insecurity and with all the development issues of a post conflict situation, Afghanistan is a challenging place to work. Oxfam GB is contributing to the alleviation of poverty and suffering in Afghanistan and although the work can be difficult and sometimes frustrating, it is also rewarding, exciting and fulfilling. Oxfam GB has been supporting programmes in Afghanistan since 1962, and currently has integrated rural development programmes in Hazarajat and Badakhshan. Oxfam GB is focussing on increasing and diversifying sustainable livelihoods, strengthening governance structures and community participation, taking into account specific gender needs. Considering the coming three years strategy and staffing need, we would have around 130 staff therefore It needs a strong control in information system about staff data and someone with higher competence to support HRM in carrying out all HR needs of 130 staff.
The Job purpose
To assure adherence to Oxfam’s corporate policies and procedures, and implementation of performance management procedures, conducting effective recruitment system, managing training need assessment are done and staff medical issues are well addressed. To ensure GOLD system information is functioning properly and accurate and up-to-date information is entered in the systems.

Duties & Responsibilities:

•Fully understand and take lead on all recruitments on ACBAR, other recruitment websites in Afghanistan, and support HRM in updating the vacancies in thirty three (33) and I-Grasp as necessary
•Support the HR manager in all HR development functions, ensuring adherence to Oxfam’s corporate policies; for implementation of performance management principles and the performance review cycle for all staff
•Ensure quality of staff recruitment and selection process for job vacancies relating to the expansion of program or filling the vacant posts
•Ensure that inductions for new staff in Oxfam are in place and all other departments have fully contributed to new comers’ induction.
•Ensuring orgonagrams are updated on timely basis and are sent out at the end of each month to all staff
•Deal and process all sort of medical issues in side the country, Also make sure medical claims are fed in to GOLD system on regular basis.
•Ensure timely, accurate and updated records on system and support management in producing different kinds of reports as per requirements.
•To support the HR on staff development and learning issues and make sure all training needs are well addressed and line managers are convinced to follow up on progress and change
•Strictly assure relevant staff health and safety guidelines, HIV/AIDS at work place and policy are applied for the benefit of staff and better delivery of country programmes
•Provide the payroll information both for Kabul and field offices to finance for processing the salary payment on monthly basis.
•Close collaboration with PCs to address HR related issues in the field level
•Make sure the HR Policies and procedures are being followed in Kabul and field offices and information are shared with staff in GSM through power presentations
•Provide support and advice to line managers on areas of HR for their decision making purposes
•Play an important role in listening to female staff problems, e.g harassment issues and other environment of work issue and report to HR manager
•In consultation with line managers and with a concrete attention to accuracy, prepare contracts, extensions, end of contract calculation, transfer and deployment letters for staff and to reflect all these in GOLD system
•To monitor the employment contracts (EOC/extension/termination/probation/etc) and initiate on time actions accordingly to inform the relevant line manager or department
•Plan activities for self and HR assistant and share plan with HR manager on weekly and monthly basis
•To support the HR assistant in developing systems for maintenance of full HR related practices, records, and EOC calculation and staff contract management
•Ensuring well-balanced gender equity and equality in terms of HR within the area of work, respect for confidentiality and equal opportunities policies

Job Requirement:

(E) = Essential
•A minimum of 3 years experience in Human Resources Management and Development, staff performance and demonstrable interest in personal development
•An understanding of HR issues relevant to emergencies and development work
•Computing skills, including knowledge of word-processing, spreadsheets and database management
•Excellent communication and interpersonal skills, an approachable working style, sensitivity to the needs of others
•Willingness to travel to sub-offices within Afghanistan
•Show respect to confidentiality and advise staff on professional HR issues
•Ability to communicate, written and orally, in English and Dari/Pashto
•Ability to work in a systematic and well-organized manner, with high level of accuracy and attention to detail
•Sympathy towards Oxfam GB’s aims, beliefs and objectives
