Job Summary

Summary of the Position:
CSO is searching for HR specialist who is responsible in creating standard systems for HR directorate in recruitment, performance appraisal, capacity development, employee relations, organizational development, and curricula and revolves around the recruitment and placement of employees; therefore, their job duties may range from screening job candidates and conducting interviews to performing background checks and providing orientation to new employees.

Duties & Responsibilities

Main Duties and Responsibilities:

Workforce Planning and Employment
o Implementing the organization’s recruiting strategy
o Interviewing applicants
o Administering pre-employment tests
o Assisting with completing background investigations
o Processing transfers, promotions, and terminations

HR Development
o Conducting training sessions
o Administering on-the-job training programs
o Evaluating the effectiveness of training programs
o Maintaining records of employee participation in all training and development programs

Total Rewards
o Analyzing job duties
o Writing job descriptions
o Performing job evaluations and job analyses
o Conducting and analyzing compensation surveys

Any Other Task assigned by Supervisor.
General Duties and Responsibility:
HR specialists will have the role on implementation of the following areas of HR:


Provide technical assistance to the CSO HR Directorate in implementation of the Human Resources Management Information System (HRMIS).

Explaining and contributing in development of human resources policies, procedures, laws, and standards to new and existing employees

Informing job applicants of job duties, responsibilities, benefits, schedules, working conditions, promotion opportunities.

Processing all personnel action forms and ensuring proper approval and Ensuring new hire paperwork is completed and processed.

Overseeing hiring process, which includes coordinating job posts, reviewing resumes, and performing reference checks

Provide technical assistance to CSO HR Directorate to conduct a comprehensive Training Needs Assessment (TNA)

Provide technical assistance in developing a user manual for the implementation of the E-attendance system at CSO.

Provide on-the-job coaching and mentoring to CSO employee on core HR functions.

Contribute with the systems development team in designing an ID card template for CSO personnel.

Preparing or updating employment records related to hiring, transferring, promoting, and terminating

Training and transferring knowledge, skills and experience to the staff of relevant department.

Job Requirements

Liaison Officer would have the following qualification and work experience:

A bachelor degree in Business Administration, Law, Political Science, Social Science, psychology, Economics, literature or any other relevant faculty

At least seven years with bachelor degree and five years with master degree of the relevant experience is required
Professional Competencies

Proven work experience as in HR positions

Knowledge Afghanistan labor law and all employment related regulations and guidelines

Excellent interpersonal and communication skills

Problem-solving attitude
