Job Summary:


Key Responsibilities
1. Responsible for the recruitments of ARAZI staffs
2. Responsible for the implementation of the HR Policies and Procedures and their strict application by the Management
team
3. Responsible for developing follow-up tools for the monitoring of the HR activities as well as designing new
administrative forms and templates
4. Responsible for the evaluations of the staff (at the end of the probationary period and at the end of Phase II)
5. Responsible for the capacity building of the Management team for al l the issues related to HR
6. Responsible for developing and implementing the Annual training Plan of ARAZI
7. Responsible for HR Reporting
8. Employee relation

Main Tasks

Recruitment
Coordinate with departments and identify the needs for recruitment of the new staff in all the dep artments and plan
accordingly.
Prepare realistic job descriptions in close consultancy with the related departments.
Advertising the vacancy announcement on proper and effective channels internally and externally.
Collect, compile, and screen applications and short list the candidates along with the recruitment team.
Organize and conduct tests and interviews for the short listed candidates.
Communicate to short listed/selected candidates on time, check references and offer the job to the selected
candidates.
Contract preparation and follow up.
Coordinate, align and execute with supervisors employee’s contractual matters, i.e. probationary periods, contract
extension, probationary extension or contract terminations.
Implementat ion of HR policies, overall HR Management , Remuneration administration and HR Reporting
Improve HR policies and practices, maintain and update policy manuals and implement them accordingly.
AFGHANISTAN LAND AUTHORITY
Develop and design new HR tools and templates for effective implementation of HR policies and procedures, data
retention, data retrieval and effective control.
- Plan and sometimes deliver training, including orientation training for new staff to ensure that ARAZI objectives and
missions, job description, ARAZI work conditions, policies and procedures are communicated properly to the employee
and employee understands completely.
- Assist in developing an effective HR database.
- Maintain proper and efficient HR system for all ARAZI personnel daily attendance, leave balances and personnel
performance history files
- Administer payroll and maintain records relating to staff.
- Administer and keep information on benefits and compensation packages up-to-date. Prepare monthly HR activities
report and submit to supervisors in timely and proper manner
- Performance Appraisal and capacity building
- Plan and Identify the needs for performance appraisal
- Conduct regular performance appraisal
- Assess the result of appraisal and take action accordingly which may result to promotion, transfer, termination and
extension of the contract.
- Assess and review the personnel's needs after the performance appraisal and identify the training needs for specific skills development and apply measures for capacity buildings.

Employee Relations

- work closely with departments, increasingly in a consultancy role, assisting line manager and officers to understand and implement policies and procedures
- Raise proactive issues with managers, identify practical solutions to complex and diverse HR issues, and recommend
appropriate action plans.
- Compile and manage case management documentation, accompany and support departments head.
- Keep managers informing on antidiscrimination regulations.
- Promote equality and diversity as part of the culture of the organization.
- Interpret and advise on employment legislation.
- Listen to grievances and implemen disciplinary procedures
- Mediation of any potential conflicts

Qualifications:

Education
- Bachelor degree is required in Human Resource, Business Administration and other related fields

Professional experience
- Minimum 5 years of HR experience with reputable national and international organizations

Technical skills
- Human Resource

Language Knowledge
- Proficient in English and National Language

Computer Science
- MS Office, familiarity with payroll and HR related databases.
