In view of the above the Civil Service Management Department is in the process of recruiting a competent and experienced Technical Advisor who will coordinate the above-mentioned activities and will closely work with DG CSMD. The Technical Advisor will report and support the DG CSMD with focus on the technical issues of the department (establishment, implementation and monitoring of Ministry/Agency based RIMUs, implementation of Pay and Grade scheme and other reform activities).
Administration and implementation of HR strategies and policies
II. Performance management and facilitation of capacity building
I. Ensures administration and implementation of HR strategies and policies, adapts processes and procedures focusing on achievement of the following results:
1. Recruitment and retention of the project national staffs are in line with the existing HR regulations, policies, procedures and strategies;
2. Provision of advice and information on HR strategies, changes in procedures and application of entitlements.
3. Develop and implement staffs motivational and retention policies
4. Analyze and interpret complex contract terms and conditions and advise Project Manager/National staffs on their impacts
5. Preparation and updating staffs procurement plan and ensuring contracts and personal files are up to date
6. Prepare and keep record of the project staff attendance, update the annual leave record on monthly basis
7.Facilitate orientation for the new staff members, and introduction to the line Ministry/Department
8. Ensures effective administration of recruitment processes of project human resources focusing organization of recruitment processes through provision of input, preparing services requisition forms, job descriptions, short-listing process, screening of candidates and participation in interview panels
9. Timely preparation and submission of national staff payroll to IARCSC Admin/Finance Department
10. Coordinates and communicates frequently with the project staff to update on HRM processes and procedures
11. Helps to promote a fair and ethical work environment for the project consultants
12. Conduct exit interviews to identify reasons for employee termination and separation
13. Direct preparation and distribution of written and verbal information to inform project consultants of their benefits, compensation and personnel policies
II. Ensures proper staff performance management and career development focusing on achievement of the following results:
1. In coordination with CSRP line Department/Ministry, conduct timely probationary term and annual performance appraisals of the project national staffs, and follow up on recommendations
2. Ensures facilitation of knowledge building in accordance to the TNA and recommendations of the performance appraisals on achievement of the following results:
- Organization of training programs for the project and line Ministry/Department staffs on the required areas
- Ensures training materials are tailored to meet specific needs identified
Synthesis of lessons learned and best practices in the area of capacity building and training
Education
ï‚§ University Degree in HR, Business or Public Administration is required
ï‚§ A Master Degree in above fields will be an added advantage
Experiences:
ï‚§ The incumbent will have working experience of at least 3 years at a similar position, preferably with an international organization.
ï‚§ Demonstrated experience of working to deadlines and achieving goals (Essential).
ï‚§ Relevant professional qualifications (proof of qualifications will be required to be shown at interview)
ï‚§ Excellent skills of English/Dari/Pashto translation and interpretations;
Language Skills
ï‚§ High level fluency in spoken and written English, Dari and Pashtu
Other Skills
ï‚§ Excellent computer skills in both English, Pashto and Dari, particularly in typing and also in creating tables in MS Word, Excel and PowerPoint Presentations;
ï‚§ Ability to work successfully as part of a team
ï‚§ Ability to work with minimum supervision
ï‚§ Strong commitment to achieving results
ï‚§ Very good personal relations skills
ï‚§ Good typing skills of English, Dari and Pashtu
