About Afghan Social Marketing Organization (ASMO):

 

The Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August 2008. ASMO as a free-standing, not-for-profit Afghan organization aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high quality health products through commercial markets.

From the inception to-date ASMO successfully implemented multi-million Dollar projects in Afghanistan through sub-awards sponsored by USAID focusing to improve health services. 

ASMO is currently working as a sub-contractor with Abt Associate Inc under SHOPS Plus/USAID project (The Sustaining Health Outcomes through the Private Sector Plus.

Job Summary:

Human Resource Manager is responsible to implement & monitor Human Resource Management Policies and procedures, executes and manages Human Resources functions and oversees the work and performance of Human Resource Assistant. While based in Kabul, he/she will be required to travel to the field offices when needed. Human Resource Manager reports to the Director of Operations.

Duties & Responsibilities:

• Responsible to manage and control recruitment processes and carryout effective boarding and orientation for newly recruited staff

• Responsible to process, manage and execute payrolls, verify attendance and time sheets and supporting documents

• Fosters respect, trust and employee relations among staff, encourages staff towards work place ethics

• Responsible to administer and control functions related to disciplinary actions taken against staff ensuring steps taken are in line with provisions of HR policy and procedures

• Carry out and administer staff annual performance appraisals and provide constructive feedback during the appraisal process to avoid subjectivity

• Responsible to develop action plan for staff capacity building program, implement the plan and evaluate effectiveness of the training

• Ensures complete, accurate and reliable system for HR record keeping, documentation, reporting and information management 

• Ensures safe custody of entire HR information & documents  

• Responsible to administer, manage and control processes, executions, inputs and updates in the Time Trex

• Responsible to maintain/update the HR MIS 

• Conducts annual staff satisfaction survey, produce the report and share with management for further action 

• Assists Director of Operations in HR related matters 

• Prepares regular and ad-hoc reports on HR activities

• Performs other duties assigned by line manager


Job Requirement:

1. Education & Qualifications: University degree in Human Resources Management, Business Administration, Public Administration, Economy or any other related subject; Master’s preferable


2. Industry Experience: At least eight years’ experience in Human Resource Management worked with International or local organizations


3. Knowledge and Skills:

a. Technical: Knowledge of current & applicable remuneration practices as per NTA (national technical assistance), local labor law 


4. Technology: Proficient in MS Word, Excel, Power Point and experience with HRM database


5. Language skills: Fluent in verbal and written English and Dari


6. Communication skills: Excellent communication skills written and verbal


7. Personal Qualities: Critical thinking, keen to learn and growth and flexible to changes
