The Human Resource Manager works under the direct supervision of the expatriate Administrator and in collaboration with the rest of the administration team.
Main Responsibilities:
Recruitment
• In close collaboration with program coordinators, prepare vacancy announcements.
• Use all means available for the diffusion of the announcements.
• Insure that Tdh recruitment guidelines are followed at all times, especially in terms of child protection and transparency
• Receive all incoming CVs, classify and follow up (short listing with program manager)
• All CVs need to be scrutinized and forwarded to interested departments if positions are vacant
• Prepare interviews in collaboration with program coordinators. Evaluate each candidate according to objective criteria.
• Assist program managers as required in order to draft terms of reference/job descriptions.
Contracts
• Make sure that the terms of the contract scrupulously respect the national and local laws.
• Participate to the negotiations regarding length of the contracts and salaries.
• Make sure all staff files accurately match the documents list
• Participate along with the admin team to the evaluation of pension funds, insurance and taxes
• In close collaboration with the admin team and the projects, make sure contracts, job description and CPP are signed on time and properly introduced
• Insure an precise follow up of dismissals and contracts starting dates
Human resources management
• Follow up on leave days on the staff database
• Maintain a record of the warnings
• Follow up of the arrival and departure time of Kabul staff and report monthly to admin coordinator
• Receive complaints forms and draft written replies to each of them
• In collaboration with program coordinator, elaborate regular evaluation of employees’ performance
• Keep at the office a file record for each employee with all related documents. Such files are confidential
• Take care of the information and respect of the TDH Staff and Rules Regulation by each employee and project
• Constantly update the Staff and Rule Regulation according to the Afghan law and TDH recommendations
• Be updated on the Afghan labor law and inform immediately on this regard his/her supervisor
Expatriates
• Follow up of visas and work permits and inform in advance when deadlines get over
• Follow all steps of visa and work permit renewals
Salaries
• Update list of staff on time in order to prepare salary payments at the end of each month
Sub offices
• Support sub offices in recruitment process
• Make sure rules and regulations are applied in Tdh sub offices
• Support implementation of all follow up procedures and collect information from sub offices
Miscellaneous
• Provide guidance to the administrative team in the human resource task he might get assigned to
• Get important administrative documents to be translated in Dari
• Other tasks as required by the administrator
Education:
• University degree in social science or a relevant field
Experience:
• To have at least 3-5 years work experience in the same field with NGOs or INGOs.
• Previous experience in Human resources field in required
• Good skills of organization and coordination
Knowledge, Skills and abilities:
• High motivated and committed.
• High level of computer knowledge and practical experience (MS office).
• Fluency in written and spoken Dari, Pashto and English.
• Proactive personality
