Job Summary:
BACKGROUND
Capacity Building for Results “CBR” Project, started since January 2012, aims to support the government’s effort to improve the capacity and performance of core line ministries responsible for national priority programs. The CBR project’s development objective is to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of and reporting on results.
Capacity Building for Results (CBR) Project Support Unit of the Ministry of Finance would like to recruit a qualified Human Resources Officer to work at the Project Support Unit with the following duties and responsibilities.
Number of Positions: One Position - To be stationed at MoF PSU
Summary of the Position
Under the overall guidance and direct supervision of Senior HR Specialist, the Human Resources Officer ensures effective delivery of human resources management in the MoF PSU. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to the day-to-day human resources issues and operations. The Senior HR Officer promotes a collaborative, client-oriented approach and HR services, contributes to the maintenance of high staff morale.
The HR Officer will be based at MoF PSU and will be responsible for assisting Senior HR Specialist in the HR functions to ensure one stop HR services to the clients. S/he will have the overall responsibility of coordinating and managing TA contracts, benefit and entitlements, performance evaluation, quality assurance and effective HR services. At the same time, S/he will be responsible for the coordination with all stakeholders, including CBR line ministries, agencies and CBR PSUs at MoF to ensure contract managements, payment to the TAs, performance evaluation on time.

The individual would be responsible for the following activities:
Manage overall HR services relevant to contract management, performance evaluation and entitlements for TA positions in the CBR Project Support Unit at Ministry of Finance (MoF PSU)
Maintain updated database, proper documentation and records for TA positions
Conduct induction and orientation program for newly hired TAs
Receive monthly timesheets and invoices from TAs and manage them into records
Process monthly payment requests to finance for fees and reimbursements of the TAs
Prepare monthly attendance reports for TAs and update their leave records at MoF PSU
Review, analyze and update the benefits and entitlements for TAs
Track probationary and annual performance evaluations of the TAs
Coordinate and assist line managers to conduct TA’s performance appraisal on time
Coordinate and communicate with M&E team to ensure TAs meet the deliverables in alignment with the results framework
Prepare and maintain performance appraisal database for the TAs
Coordinate with and assist all stakeholders like line ministries, agencies and MoF PSU thus contract extensions, performance appraisal for the TA positions take place in order and on time
Coordinate and assist in TA mobilization, transitions, employee relations and HR operations
Assist to develop different process flow charts for contract management, performance appraisal and payment requests etc.
Interpret CBR policies, rules, regulations and procedures to the stakeholders and TAs
Ensure implementation of standard forms and templates in accordance with CBR guidelines
Support and arrange HR operations like issuance of ID cards, business cards, required forms to the TAs
Prepare and update staffing table for TA positions and share with internal team
Ensure transparency, accountability and process integrity at every step of the processes
Carry any other relevant duty or responsibility assigned by the supervisor as and when required
Deliverables:
Prepare Work Plan for day-to-day activities
Develop and update employment database for TA positions
Ensure implementation of available guidelines, rules, forms and templates
Producing monthly attendance and leave status report for the TAs
Timely submission of monthly payment request for the TAs’ fess and reimbursements
Timely performance evaluation of the TA positions
Maintaining database on TA performance evaluations, attendance, leave
Process flow charts for performance appraisal and payment request.
Job Requirement:
Qualifications and Experience: The Human Resources Officer would have the following:
Bachelor degree in any field from human resources, business administration, management, public administration or development studies.
At least 3 years of solid experience in core human resources management and HR operations.
Competencies:
Familiar with standard performance appraisal system
Ability to lead performance appraisal, payroll management, employee relations and HR operations
Knowledge on Labor Law, Civil Service Rules and Regulations of Afghanistan
Good team player, analytical and dynamic skill set
Knowledge on entitlements and benefits per standard practices
Good at negotiation and conflict resolution skills
Excellent behavioral and communication skills with internal and external environment
Computer skills in MS Office packages such as Word, Excel and PowerPoint.
Fluent in written and spoken Dari and Pashto and English languages
Reporting & Supervision: The Human Resources Officer will report to Senior HR Specialist of MoF PSU.
