Duties & Responsibilities

To ensure that all announcements are uploaded to concern websites, email to provinces and send the hard copy to ACBAR offices
Collecting and sorting the applications/CVs and submitted to HR manager
To ensure all short listed candidates are called for written test and interview and arrangements done on timely manner
Participate in interview when it is needed.
Assist HR manager in checking of references of the selected candidates.
Preparing staff contract
Assist HR Manager for preparation of induction plan for the new recruited staff at Head Office level

Staff Insurance:

Send information of existed and new staff to Insurance company on a timely manner
Make sure all staff medical claim computed in standard form and send to Insurance company
To ensure all staff medical claims are reimbursed from insured company or communicate the reason to staff for not reimbursing the claim

Staff Leave:

Preparing annual public holidays plan and send to all staff on first April of each year
Make sure that all Head Office staff and Senior Provincial staff send their annual leave plan
Maintaining Head Office staff leave record and release staff leave report on quarterly basis


Miscellaneous:

Make sure that all staff has their Job Description (JD) and all new recruited staff issued the JD on the time when they sing the contract
Make sure all new staff probationary period have been confirmed by their line manager on timely manner
Maintaining and controlling Human Resource CVs bank in a proper way and timely manner
Assist in collection, sorting of staff Performance Objectives
Assist HR manager in translating of some HR documents.
Participating in any HR related meeting in the absence of HR manager
Assist Liaison Assistant regarding staff visa, work permit and Tax Identification Number process

Job Requirements

Education/ training DBA in relevant discipline, BBA in HR management, Having experience in HR management

Work Experience At least 4 years of professional experience in HR
Professional Skills and Competencies Proficiency in computer software including word processing, spreadsheets, Access, etc.
Proficiency with databases
Ability to deal with difficult, often challenging work situations
Behavioural role model for peers and fellow team members
Competent to work with significant levels of autonomy and able to meet tight deadlines
Creative and innovative in conceptual and analytical thinking
Sensitivity to gender issues
Fluent in Dari, Pashto and English (written and oral)
A results-oriented approach to delivering work priorities
Values and attitudes Personal integrity, sense of humour, intuitive and self motivation
Knowledge of personal strengths and weaknesses, Good listener
Ability to manage conflicting priorities in personal workload, meet tight deadlines and achieve results

The Project Coordination Unit (PCU) of IRDP under Ministry of Energy and water now invites National eligible consultants to indicate their interest. A consultant will be selected in accordance with Section V Selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
