About UNDP/ASGP PROJECT

Job Summary

Summary of Key Functions:

Management and supervision;
Implementation of HR strategies and policies;
Effective HR management;
Information management and sharing;
Staff performance management and career development;
Facilitation of knowledge building and knowledge sharing.

Duties & Responsibilities

Management, focusing on achievement of the following results:

Develop work plan for human resources team to ensure effective achievement of results;
Supervise staff in human resources team and ensure that clear work plans are developed for all team members;
Set up annual performance targets for all staff in the human resources team and ensure that the targets are reviewed on a periodic basis.
2. Implementation of HR strategies and policies,
focusing on achievement of the following results:

Ensure full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control, analysis of parameters in support of proper design and functioning of the HR management system;
Collaborate with CO on analysis and elaboration of proposals on the strategic approach to recruitment in the project, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.
3. Effective HR management, focusing on achievement of
the following results:

Prepare, update and implement human resources plans including detailed quarterly and annual recruitment plans for the project team and the component teams;
Prepare learning plans including identification of critical learning needs and learning opportunities to effectively transfer learning into practice;
Develop systems for tracking of staff contracts to ensure that contract rewards are processed in a timely manner;
Ensure rigorous application of UNDP corporate guidelines and tools and employ standards to ensure consistency, fairness, transparency and integrity in all recruitment processes;
Keep track of current staffing needs for all components of the project through vacancy management and succession management and planning;
In consultation with UNDP CO, provide technical and operational support and guidance to project management in a timely manner on HR issues relating to application and interpretation of all UNDP HR rules and regulation.
4. Information management and sharing, focusing on
achievement of the following results:

Ensure maintenance of the personnel records in the office including learning records and ensure that they are updated and monitored properly;
Ensure all job descriptions of staff are maintained and updated properly;
Establish systems and procedures that ensure the project’s ability to identify attract and recruit qualified candidates including the development of a roster for potential candidates, consultants and experts for recruitment in the future;
Provide briefings for all project staff, experts and consultants on all aspects of medical examination/evacuation, security clearance, RCAs, all types of leaves and entitlements, allowances, salary advances, travel claims and other financial matters;
Put in place effective system for recording staff attendance and ensure attendance sheets are completed and submitted in a timely manner;
Manage staff leave plans, and record staff’s annual and sick leave days.
5. Staff performance management and career development,
focusing on achievement of the following results:

Analysis of requirements and elaboration of the protocol for performance appraisal process, facilitation of the process;
Active participation in the UNDP learning team;
Elaboration of proposals on and implementation of strategic staffing policies in line with career development.
6. Facilitation of knowledge building and knowledge
sharing, focusing on achievement of the following
results:
Ensure effective use of UNDP Learning Management System by staff and ensure that staff complete mandatory trainings on time;
Closely work with relevant project staff in building their capacity in all areas related to human resources
management;
Conduct training sessions for staff on corporate HR rules, regulations and tools.

Ability to make the analysis of requirements and parameters provided in support of HR processes in the CO;
Strong IT skills, knowledge of Atlas would be an advantage;
Ability to implement new systems (business side) and affect staff behavioral/ attitudinal change.

Demonstrates strong oral and written communication skills;

UNDP HR Certification programme would be desirable.

Job Requirements

Education and Experience:

Master’s degree or bachelor’s Degree in fields related to human resources management, business administration, management, public administration, or any other related field;
Relevant practical experience in human resources management , providing HR advisory services and/or manage staff and operational system;
With master’s degree 2 years of experience and with bachelor’s 4 years of experience is required;
Specialized training in human resources management is an asset;
Human resources management experience with the UN system is strong asset;
Experience in capacity development and knowledge transfer;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
Language Requirements:

Fluency in English, Dari and Pashto is required.
