DAI/AVCiLivestock, Multi Location
Afghanistan Value Chain (AVC)-Livestock Project will work with various anchor firms throughout the livestock sector to improve value chains to increase productivity in key livestock value chains, improve the commercial viability of agribusiness, and strengthen public private agriculture service delivery. AVC – Livestock will seek to engage women and youth owned business in these livestock value chains. The Project will contribute positive and measurable impacts on the livestock sector as a whole and will ensure that local market actors are involved at every stage of the value chain.
The Human Resources Specialist supports the project team in all activities related to Human Resources according to DAI’s policies and procedures as well as USAID requirements.
• Recruit staff: this includes developing job descriptions, preparing advertisements, checking applications forms, short-listing, interviewing and selecting candidates;
• Coordinate and supervise preparation of employment agreements for all project staff;
• Track and notify supervisors when annual appraisals are due – managing any resulting staffing change requests and contract amendments – ensuring that policies and procedures are followed according the Personnel Policy Manual; Train supervisors charged with conducting evaluations of staff members in their units, and monitor compliance with the process;
• Provide applicants with information about the job including hours and pay, tasks, responsibilities and working conditions;
• Prepare job descriptions and letters of appointment;
• Discuss recruitment policies with superiors to ensure effectiveness of selection techniques and recruitment programs;
• Enter HR data into Technical & Administrative Management Information System (TAMIS) and generate different kinds of reports;
• Supervise maintenance of all staff timesheets and leave records;
• Establish and maintain a database of all employee contracts with dates of contract start, termination and dates and information on starting salary and increases;
• To keep update the TAMIS and the Master Database on regular base.
• Other duties as assigned by the Line Manager
• Bachelor’s degree plus four years of experience. A degree in Human Resources Management or similar field (Administration) is preferred;
• Experience working in a similar position for an NGO or an international organization is preferred;
• USAID-funded project experience an advantage;
• Knowledge of Afghan Labor Law and/or Legal Regulations on labor;
• Willingness to travel to DAI Afghanistan field offices on DAI business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours;
• Excellent communication and interpersonal skills (verbal and written);
• Conflict management skills;
• Problem solving skills and ability to work under pressure;
• Ability to work both independently and as part of a team;
• Commitment to values: respect, honesty, leadership, integrity, responsibility;
• Orientation to client service;
• Excellent language proficiency in spoken and written Dari, Pashto, Urdu, English.
