About Ministry of Public Health

The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary

 All matters related to the MoPH ICU project that arrive at the MoPH Hospital Reform Project Coordinator desk (related to follow up of e.g. logistics, financial issues, coordination and problem solving)

 Primary responsible to follow up on the project success in reaching performance targets as stipulated in the contract

Duties & Responsibilities

 All matters related to the MoPH ICU project that arrive at the MoPH Hospital Reform Project Coordinator desk (related to follow up of e.g. logistics, financial issues, coordination and problem solving)

 Primary responsible to follow up on the project success in reaching performance targets as stipulated in the contract

 Prepare a work plan for the implementation of the project

 Prepare with relevant MoPH departments the job description for national consultants as suggested in the project goal

 Ensure the smooth implementation of the project in selected hospitals

 Closely coordinate activities with the General Directorate of Curative Medicine and other relevant departments

 Advice the General Director of Curative Medicine on all matters pertaining to the ICU Project

 Compile the quarterly reports coming from the selected hospitals into one integrated quarterly project progress report

 Report to the Executive Board on the project progress if requested

 Responsible for the compilation and submission of drug , equipments and other necessary items procurement lists from the project to the grant and contract management unit

 Attend all planned meetings in the General Directorate of Curative Medicine

 Responsible for ensuring that all MoPH policies and technical guidelines will be implemented

 Supervise all ICU departments of each selected hospitals once in six tow months


REPORTING


The coordinator will report regularly to the General Director of Curative Medicine

Project progress reports have to be prepared on quarterly basis and compile reports from all hospitals involved.

Job Requirements


The coordinator will be an Afghan national.


Graduate from a recognised Medical University


At least four years working experience in the field of public health management (specially two years working experience in the field of ICU management)


Excellent communication and negotiation skills


Good working knowledge (written and spoken) of Dari, Pashto and English


Computer literate: MS Word, Excel and Power Point
