In line with the Afghan First Policy, ASMED will start to transition and fill management positions with national staff. Due to the shift and promotion in personnel within the grants department, the position of Implementation Manager will be competed for the best candidate.
The Implementation Grants Manager will assist the Grants Manager in overseeing the implementation of ASMED’s entire grants portfolio from Grants Agreement Signature to Close-out, comprising currently the following five different grants programs:
1. Association Development Grants
2. Marketplace Development Grants
3. Enterprise Grants
4. Value Chain Improvement Grants.
•Create and keep record of the initial Grants documentation in hard and soft copies.
•Review all the grant applications (work with the technical depts. and Regional Offices)
•Grant’s implementation (meeting with grantees, oversee implementation, visit the grantee operations etc.)
•Keep in close coordination with ASMED’s Regional Offices
•Review the grantee monthly reports and financial reports and report to the Compliance and Grants Manager on the project implementation progress.
•Oversee the update and maintenance of the grants operations in TAMIS and other monitoring systems for ASMED grants.
•Regularly update ASMED’s Compliance and Grants Manager, DCOP and COP on grants quantative and qualitative implementation progress
•Oversee financial tracker for grants disbursements and definition of milestones.
•Coordinate closely with ASMED’s technical departments and financial department on grants operations.
•Provide Grants Semi-monthly and quarterly reports, as determined by the COP.
•Any other tasks assigned by the Contracts and Grants Manager.
•Supervise and mentor the Grant Coordinator
Specific Tasks:
1.Oversee the administration and implementation of Kabul’s grants dept. and ensure compliance. To that end, the Implementation Grants Manager must:
a)Ensure the timely processing of grants.
b)Verify all grants payments are correct and accurate
c)Coordinate with the Regional Offices to ensure the timely submission of grantee documentation: ie monthly financial reports, quarterly performance reports.
d)Ensure the milestones implementation as in the grant application.
e)Oversee and ensure contractually obligated document retention (refer to list) and due diligence activities
f)Ensure an efficient and timely close-out.
2.Monitor all the grants and follow up on regional grants monitoring.
3.The Implementation Grants Manager is expected to:
a)Supervise the Grants Coordinator
b)Compile the grant analytical indicators, as determined in the technical section of the grants manual, on a quarterly basis.
c)Assist the Compliance and Grants Manager with compilation of the various grants reports as required.
4.Assist the Valuation Grants Manager as requested and during his/her absence
Knowledge and Education:
•Degree or diploma or equivalent in finance or economics
•Three years work experience
•At least one year experience in the finance sector
•Knowledge of USAID regulations preferred

•Strong analytical skills
•Accurate and timely data and information delivery
•Proven organization skills
•Ability to prioritize
•Computer proficiency especially in MS-Word, MS-Excell
•Knowledge of database functions
•Excellent teamwork skills, including interpersonal and communication skills
Languages:
•Fluent in English
•Knowledge of Dari/Pashto
