PURPOSE:
The Implementation Manager (IM) will work with the Workforce Development Component (WFD) within WIE. The SIA will be responsible for the proper implementation, tracking, and constant follow-up on all activities within the WFD component. This position will be essential to ensuring that all WFD activities are executed in manner that is consistent with DAI and USAID rules and regulations, activities are performed in a timely and proficient manner, and that the Senior Management of WIE is well informed on the status of all activities at any given time. It is critical that the SIA be highly organized with an operational and detail-oriented approach. The SIA will work closely with the WFD Component Lead to take a concept from the technical component and develop it as an implementable technical activity, capable of producing results that contribute to the goals and objectives of the WIE project.
The SIA will report directly to the WFD Team Leader, but will also work closely with the WFD team members in Kabul HQ, regional staff, and other WIE teams to manage and complete various WFD activities.
OBJECTIVE AND DUTIES:
Ensures all WFD activities are implemented in a timely manner and within the policies, regulations, and procedures outlined by DAI/WIE and USAID.
Develop ideas into results oriented activities that will contribute to the success of the WIE project.
Assist Team Leader with breaking activities down into tasks, delegation of tasks, tracking status of implementation and follow up on these tasks to ensure completion. Escalates bottlenecks, problems, and possible reasons for delay to management.
Maintains updated status of activities and uses trackers and other tools to assist the WFD team in the oversight of all WFD activities.
Coordinates with regional teams and across HQ units on planning, execution, and management of all WFD-related activities.
Works with partner organizations who are implementing WFD activities to ensure compliance, professionality, and that activities continue to move through the WIE pipeline.
Writes Scope of Work, and technical inputs for solicitations (RFPs and RFAs) with the input of team members, working closely with contracts and grant team.
Other activities as assigned by COP or DCOP Technical.
University Degree
QUALIFICATIONS AND SKILLS:
1. Minimum of a Bachelor's degree with 5 years’ relevant work experience. Master’s and additional work experience preferred.
2. Interest in women and gender issues in Afghanistan and/or workforce development in Afghanistan.
3. Ability to manage contracts, deliverables, and service providers.
4. Ability to prepare trackers, reports, and data on activities and present the information.
5. Ability to manage and liaise with individuals and organizations.
6. Experience with USAID is a must, DAI experience a plus.
7. Highly organized and have excellent time and task management skills.
8. Experience with large grants is a plus.
9. Excellent technical writing skills in English required.
10. Fluent Dari or Pashto required, with adequate spoken language skills in both.
11. Willing to travel to all the provinces of Afghanistan
