About Mine Action Coordination Center of Afghanistan

Job Summary

The IMSMA Officer will be based in Kabul in the Mine Action Coordination Centre of Afghanistan (MACCA) and will work under the direct supervision of the Deputy Chief Information Officer of MACCA. The IMSMA Officer will administer and manage the Information System for Mine Action (IMSMA) for the MACCA at a national and regional level. The IMSMA Officer is responsible to the Deputy Chief Information Officer for all assigned tasks as follows:

Duties & Responsibilities

• Manage and maintain a high standard for the MACCA Mine Action Information Management System with centralized data entry in Kabul.
• Continue to manage the qualitative and quantitative IMSMA NG database cleanup process in coordination with operations on a national and regional level. This includes the liaison with mine action partners such as NGOs and commercial companies.
• Coordinate the installation of the IMSMA NG system, developing the database and making sure that the overall system is operational and meets the operational needs of the MAPA.
• Coordinate with GICHD Information Management team to ensure that all MACCA requirements are included when new versions of IMSMA are released.
• Oversee the coordination and control of all IMSMA NG and GIS functionalities with all the AMACs and MIS staff.
• Liaise with Chief Information Officer and other Management Information System (MIS) clients on the development of reporting tools on available IMSMA NG data and add-on databases.
• Provide direction and guidance to the MIS staff on information management and the operational use of IMSMA NG.
• Develop IMSMA NG training packages and conduct training on IMSMA NG for all mine action partners at national and regional level to ensure consistency throughout the MAPA.
• On a periodic basis visit all AMAC offices to ensure a high level of functionality and use of IMSMA NG by operational staff.
• Perform monthly database audit checks of mine action information to ensure data completeness, integrity and quality.
• In the absence of the Deputy Chief Information Officer assume the responsibilities of the Deputy Chief Information Officer.
• Complete additional tasks assigned by the Chief Information Officer and/or Deputy Chief Information Officer.

Job Requirements

• Bachelor’s Degree in the field of Information Technology, Information Management or Computer Sciences; Or Secondary diploma with 2 years of additional experience (Master’s Degree is an asset).
• 3 years of relevant working experience with IMSMA on field operational level and in a multi-cultural environment. At least 1 year of IMSMA NG experience is required.
• In-depth knowledge of database and GIS software, and computer networks, Good knowledge of related hardware and peripheral equipment.
• Very good ability in topographical map reading.
• Ability to coordinate with local administrators, government, NGOs working with community projects and agencies involved in mine-action.
• Understanding of data QA/QC processes for information management are essential.
• Posses advanced skills in MS-Access, MS SQL Server, Visual Basic and Office suite.
• Advanced knowledge of software engineering theory and applications would be an asset.
• Advanced knowledge of programming theory and relational database principles.
• Ability to work under pressure and long hours at different locations.
• Good working knowledge of both written and spoken English.
• Flexible and adaptable to any situation
• Self reliant and able to work independently.
