The ADSP will support the Ministry of Education (MoE) for the inclusion of children and youth with disability into education activities and opportunities. The Inclusive Education Advisor will work within the MoE directorate for Inclusive Education (IE) located at the ministry offices of Academic Development. The Inclusive Education Advisor, in collaboration with the Education and Disability Advisor relevant MoE staff, will support the implementation the ongoing IE Pilot Initiative and assist the MoE with the development of IE strategies, policies and planning. The Inclusive Education Advisor will also provide inputs to the education policies and project for the Blind, those with vision impairment and those with hearing impairments. The IE Advisor will report to the Education and Disability Advisor and the DSPA Programme Manager. S/he will ensure UNOPS AGOC reporting and finance management are to rules, regulations and standards. The IE Advisor will also report to relevant Ministers, the Inter-ministerial Board on Disability and the Disability Stakeholders Consultative Group as required.
• Provide technical support to IE directorate for pre-school and inclusive education in MoE as well as to any other relevant departments (Teacher Education Department; General Education Department; Planning Department).
• Follow up on the recommendations of the Needs and Right Assessment on Inclusive Education with MoE and Inclusive Education Consultative Working Group (IECWG) members and development of action plans for implementation of the road map for inclusive education.
• Support the coordination/implementation of training, seminars and development of materials/publication for IE in close collaboration with UNESCO, UNICEF and MoE
• Provide technical support to implementing agencies and training based on ILFE toolkit.
• Provide support and technical guidance to the IECWG meetings.
• Provide oversight for the development and production of IE publications particularly in national languages.
• Compile information and provide inputs to the development of the monthly, quarterly and final reports (narrative and financial).
• Support UN activities regarding the development of peace and human rights education materials.
• Provide technical support to the Inclusive Pilot Schools of the MoE
• Provide technical support to the faculty of special education in Kabul University developing recommendations for new curriculum
• Organization of meetings and strengthening of partnerships with the Inclusive Education.
• Provide assistance to outside consultants as required.
• Other related task which is given through the office
• Monitor and evaluate project activities providing regular reports as required.
• Assist with advocacy and awareness activities for the inclusion of person with disability in all social, educational and economic activities.
• Provide inputs to reporting for DSCG and Inter-ministerial Board Meetings
• Other related assignments as requested by supervisor
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
• Master’s Degree in education, disability, or relevant degree required. Bachelor’s Degree with additional 2 years relevant experience may be considered in lieu.
b. Work Experience
• Minimum of 2 years work experience in education
• Extensive understanding of Inclusive Education required.
• Experience in policy and strategic planning design and development
• Considerable experience working within ministry structures, preferably within MoE.
c. Key Competencies
• Financial management knowledge
• Knowledge of teaching training, curriculum development required.
• Ability to work independently
• Excellent communication skills
• Language skills: Fluent in written and spoken Pashto, Dari and English
• Computer skills (Word, Excel, PowerPoint, etc)
