About EZ-KAR C1

The Eshteghal Zaiee – Karmondena (EZ-Kar) Program aims to strengthen the enabling environment for economic opportunities in cities where there is a high influx of displaced people. This will be pursued by increasing the returnees’ access to civil documents, providing short-term employment opportunities, improving market enabling infrastructure, and supporting investor friendly regulatory reforms.

The project design as mentioned above, will include multiple implementing and coordinating agencies, namely Ministry of Foreign Affairs (MoFA), Ministry of Refugees and Repatriation (MoRR), Kabul Municipality, and Independent Directorate of Local Governance (IDLG). At the central level, Ministry of Economy (MoEC) will serve as the lead line Ministry responsible for inter-ministerial coordination among stakeholders within the Government. MoEC, with the World Bank and other donors, will carry out overall management and project oversight across the Implementing Agencies (IAs) and other relevant agencies that are a part of the wider migration response strategy under Displacement and Returnee Executive Committee (DiREC).

This assignment particularly relates to Component 1 of the Project, which will support Afghan refugees (both registered and unregistered) in Pakistan and their voluntary repatriation. The Ministry of Foreign Affairs (MoFA) will be the Implementing Agency (IA) for the component, both in Afghanistan and in Pakistan, while the Ministry of Refugees and Repatriation (MoRR) will be involved in the implementation of communications activities.

The component provides technical assistance, institutional support and training, necessary equipment, and operational assistance to MoFA to: (a) enhance its capacity to provide consular services (such as issuance of passports and verification of certificates); (b) develop and implement a joint communication strategy for MoFA and MoRR to disseminate information to Afghan refugees in Pakistan in order to facilitate their access to economic opportunities and social services through information centers at Afghan missions (embassy and consulted) in selected cities of Pakistan, in collaboration with MoRR; and (c) support day-to-day implementation of Component 1 of the Project. Duties & Responsibilities

The Information Analysis Specialist is responsible for analyzing and processing information, data, and knowledge (including those collected and organized by the Information Knowledge Management Specialist), in order to inform strategies, plans, and project implementation designs related to refugees and returnees in general and specifically to EZ-Kar Component 1 implementation. Tasks include, inter alia, generation and analysis of data tables, lessons learned, and preparation of analytical outputs, such as studies, briefing papers, analytical notes, situation analysis & updates, and other analytical work as required/requested for the purposes related to the project. The analytical outputs may also be used as contents for communications materials to be used under Component 1of EZ-Kar.

Tasks and Activates:

1.    As a member of the Joint Communications Committee (JCC) between MoFA and MoRR, contribute to the development of the Joint Communications Strategy;

2.    As required by the Communications Firm to be hired to implement the Joint Communications Strategy (JCS) for Component 1, provide necessary information, data, analytical outputs, and contents to be used for the communications materials and products to be developed by them;

3.    As a member of the Joint Communications Committee (JCC) between MoFA and MoRR, take part in reviewing and approving the communications materials and products developed and used by the Communications Firm. The Information Analysis Specialist will especially lead the review of the accuracy and consistency of the information content vis-a-vis policies, principles, regulations, and official data;

4.    Use a variety of research tools, data processing software such as SPSS, and other research and survey tools to analyze data and information required to inform the development of policies, strategies, plans, and communications materials related to Afghan refugees and returnees.


5.    Prepare analytical work on the Afghan refugees and returnees agenda to be shared with stakeholders and used in conferences and other refugees support forums.

6.    Prepare special reports, paper, and feature stories on refugees and returnees that could be used for different information dissemination purposes.

7.    Conduct analysis and contribute to the development of forecasts and analysis relevant to refugees and returnees in Afghanistan and Pakistan to highlight their status, movement patterns, and socio-economic conditions.

8.    Provide analysis and detailed knowledge of refugees to MoRR leadership and other decision makers to help forecast, detect, and address potential future challenges pertaining to refugee and returnees, in order to enable on time assistance.

9.    Work closely with Research Directorate of MoRR and provide planning and advisory assistance in preparing and managing research and analytical activities on the refugees and returnee’s agenda.

10. As required, provide advice and analysis-based feedback to other components of EZ-Kar Project which are implemented through different governmental stakeholders.

11. Support the Information and Knowledge Management Specialist in developing information databases and archives.

12. Work closely with MoRR civil servants, provide training and hand-holding, capacity building support to transfer knowledge and skills.

13. Perform and other relevant tasks and assignments as directed by the supervisor. 

Job Requirements

Education:

·        Minimum Bachelor’s Degree in Social Science, Economics, Public Administration, or other relevant fields. Master’s Degree or above in similar disciplines preferred.

Work Experience:

·        With a Bachelor’s Degree minimum of five years of working experience in research or similar posts (e.g. researcher on social affairs, policy analyst). Three and two years of similar experience for those with a Master’s and a Doctorate’s



Office Management Data Communication Quantitative Analysis of Research Data

Skills Description:

1.    Proficiency in Dari or Pashto language;

2.    Working proficiency in English language;

3.    Data processing skills (with proficiency in data processing software such as SPSS);

4.    Excellent report/brief writing, and data presentation skills;

5.    Research design skills (designing research methodologies and survey instruments);

6.    Professional level MS Office competency (Word, Excel, Access, PowerPoint)

7.    Familiarity with migration, refugees, and returnee’s agenda and status in Afghanistan an advantage

8.    Teamwork and high social and cultural skills
