Job Summary

1. Organizational Context

The high frequency of natural disasters in Afghanistan such as earthquake, floods, droughts, avalanches, landslides and extreme winters, causes widespread damage and hampers the development process. Beside the natural events, disasters also result from adverse human actions such as conflicts, ethnic tensions and land occupation.

Recognizing that natural and man-made disasters can wipe out decades of progress in poverty reduction and sustainable development efforts, MRRD considers disaster management as an essential component of its mandate in alleviating poverty and empowering communities. As a member of the National Disaster Management Committee and in co-ordination with ANDMA, MRRD invests in social capital and in physical assets to reduce the vulnerability, support recovery of disaster-affected communities, and assist in long-term reintegration needs of returned refugees and internally displaced people (IDP).

The Social Protection Directorate (SPD) was created in 1384 to enable MRRD efficient, effective and timely response to natural and man-made disasters, supporting the most vulnerable sections of Afghanistan society in meeting their basic needs. Initially focusing on relief and early recovery activities, SPD provided a vast number of disaster affected communities with humanitarian assistance, such as food and non food items, drinking water and temporary shelter, and implemented embankment and road clearing projects.

In line with the new five-year MRRD Strategic Intent (1389 – 1393), SPD has revised its strategy to better respond to the long-term needs of at-risk and vulnerable communities. SPD activities are aimed at ensuring that MRRD social protection policies and interventions are implemented in a co-ordinated and integrated manner through facilitating internal and external co-ordination, delivering policies, mobilizing resources, managing information, and contributing to monitoring and evaluation, while investing in human capacity development.

To meet the needs of the Afghanistan communities the MRRD SPD requires an Information Management Advisor who can assist in the effective implementation of the SPD new strategy, providing advisory support and capacity building in order to strengthen the Directorate ability to efficiently collect, manage, process and report on information related to disaster management .

The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programs by providing them with skilled international technical experts and capacity development advisors.

On behalf of the Ministry of Rural Rehabilitation and Development (MRRD), CTAP is now seeking to fill the position of Information Management Advisor to work at the ministry of Rural Rehabilitation and Development (MRRD) in Kabul. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

Duties & Responsibilities

2. Position

2.1 Nature and Scope of Assignment

This assignment involves supporting a government-led capacity development program within the Ministry of Rural Rehabilitation and Development. Under the supervision of the Director of the Social Protection Department, the successful candidate will provide technical advice, management support and technical inputs required to allow the ministry of Rural Rehabilitation and Development to achieve its targets.

The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.



2.2 Duties and Responsibilities

Working with the designated Head of the Reporting Unit, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Information Management Advisor will:

1. Conduct an Information Needs Analysis exercise to identify data that could potentially be gathered and used by the SPD Reporting Unit s well as its operational staff;
2. Work with the SPD and MRRD’s programs and departments to identify priorities and improve the processes related to data collection and reporting mechanisms;
3. Liaise with the Ministry’s MIS Unit to adapt their on-line database system, to contain any required information identified in the Information Needs Analysis;
4. Liaise with programs and departments to modify procedures to collate data identified in the Information Needs Analysis exercise so it can be collated and entered into the relevant database;
5. Assess training needs of SPD Reporting Unit s well as operational staff and provide formal and on-the-job training;
6. Propose and facilitate workshops where necessary;
7. Assist Reporting staff in producing regular and ad hoc internal and external reports;
8. Work in conjunction with MIS/GIS and SPD staff to raise awareness in how MIS and GIS information and products can be utilized to conduct departmental operational activities.
9. Support coordination and information sharing assisting with building and maintaining regular contacts with stakeholders at national and sub-national level to gather information on humanitarian and development activities in support of the SPD database;
10. Assist in providing third parties with information from the applicable databases.
11. Assist Reporting staff to develop annual, quarterly, and monthly work plans and achieved identified targets;
12. Assist Social Protection Department’s documentation activities that promote MRRD expertise and successes and thereby facilitate learning within the organization.

Job Requirements

2.3 Deliverables

The deliverables of the Information Management Advisor:

1. Information Needs Analysis (INA);
2. Improved data collection and reporting mechanisms introduced, including mapping of stakeholders;
3. Online database adjustments introduced on the basis of the INA;
4. Training Needs Analysis of the Social Protection Directorate’s reporting unit;
5. Training plan and mentoring plan;
6. Implemented training, workshops, etc.;
7. Regular reporting;



2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications:

1. Degree in Computer Science or a numerical discipline ;
2. At least three years experience in reengineering business processes in large organizations;
3. At least five years experience undertaking information analysis, ideally in the development field.
4. Proven ability to use software such as MS SQL Server, MS Access, MS Excel or MS Query, to extract and analyze large database sets;
5. At least five years experience in the design, and implementation of complex database systems and Information Management. Experience in information management in humanitarian operations is an asset;
6. At least three years in a management position, coaching staff in using management information, in an international or intercultural environment preferably in conflict or post-conflict countries;
7. Proven ability to function effectively as part of a multi-cultural team;
8. Able to create positive change through partnerships;
9. Strong ability to think and plan strategically;
10. Excellent communication and writing skills in English and Dari/Pashto
